This role demands a strategic, technically grounded leader who can unify operational standards, drive performance, and build trusted client partnerships ensuring engineering resilience that enables uninterrupted business continuity across the region.

Core Purpose

Lead engineering and technical operations across the sub-region as the go-to owner for engineering facility performance ensuring reliable, compliant, and client-focused service delivery while driving consistency, accountability, and continuous improvement in day-to-day operations.

Key Responsibilities

  • Client & Stakeholder Management
  • Act as primary technical liaison between client and JLL for all engineering matters.
  • Maintain high client satisfaction via proactive communication, KPI tracking, and structured performance reviews.
  • Compile and present technical content for monthly/quarterly/annual operational reports tailored to global/regional client teams.
  • Support Account Leads in preparing Management Monthly Reports (MMR) and audit-ready documentation.
  • Operations & Technical Leadership
  • Develop, implement, and enforce standardized engineering procedures, SOPs, and preventive maintenance schedules.
  • Oversee maintenance and reliability of mission-critical systems: HVAC, Fire Protection, Electrical Distribution, BMS, and Emergency Power.
  • Lead root cause analysis for system failures; coordinate corrective and preventive actions with vendors and internal technicians.
  • Manage small-scale capital projects (equipment upgrades, MAC work); support large-scale projects to ensure minimal business disruption.
  • Ensure compliance with local statutory regulations, EHS standards, and client-specific audit frameworks.
  • Maintain accurate As-Fitted Drawings, O&M Manuals, and asset lifecycle records.
  • Vendor & Contract Management
  • Lead vendor selection, onboarding, performance evaluation, and contract compliance in alignment with JLL procurement policy and client criteria.
  • Review and approve Risk Assessments (RA), Work Method Statements (WMS), and Permits to Work (PTW) prior to execution.
  • Conduct regular vendor performance reviews and site audits to ensure service quality and contractual adherence.
  • Maintain updated Contract Management Database and facilitate annual vendor safety and procedural inductions.
  • Financial & Budget Oversight
  • Prepare, manage, and control CAPEX and OPEX budgets for engineering services across assigned sites.
  • Identify, propose, and execute cost-saving and energy-efficiency initiatives aligned with contractual glide-path targets.
  • Risk, Compliance & EHS Leadership
  • Drive safety culture, conduct inductions, and enforce zero-tolerance for non-compliance.
  • Provide 24x7 emergency response leadership; attend critical incidents onsite when required.
  • Prepare detailed incident reports with root cause analysis and documented corrective/preventive actions.
  • Adhere to change management procedures for all critical engineering works
  • Regional Coordination & Continuous Improvement
  • Provide technical mentorship and operational benchmarking across assigned markets.
  • Promote standardization, knowledge sharing, and rollout of best practices regionally.
  • Advise during pre-occupancy site inspections, project development phases, and early-stage facility planning.
  • Implement sustainability and energy optimization programs to reduce operational costs and environmental impact.
  • Systems, Training & Reporting
  • Administer facility performance platforms (IAQ, Heat Maps, BMS dashboards, etc.) ensuring data integrity and real-time visibility.
  • Coordinate technical and safety training programs for JLL staff and contractors.
  • Support internal and client-led audits with timely preparation and documentation.

Qualifications & Experience

  • Bachelor's degree or professional qualification in Mechanical, Electrical, Building Services Engineering, or related field.
  • Minimum 10 years hands-on experience in facilities engineering or technical operations within mission-critical environments (financial institutions, data centres, corporate HQs, Tier III+ facilities preferred).
  • Demonstrated success managing multi-site engineering operations across diverse regulatory environments.
  • Expertise in troubleshooting and maintaining complex building systems (HVAC, Electrical, Fire Life Safety, BMS).
  • Strong financial and commercial acumen budget ownership, forecasting, savings delivery, TCO analysis.
  • Fluent in English (written and spoken); multilingual ability is advantageous.
  • Proven leadership, stakeholder engagement, and decision-making skills under pressure.
  • Innovative mindset with ability to develop scalable, efficient solutions in dynamic environments.

Working Conditions

  • On-call 24x7 for emergencies; flexibility for after-hours and weekend support as needed.
  • Regional travel across assigned sub-region as and when needed, dictated by operational needs.
