Role Scope
This role is focused on construction and capital project cost analysis, specifically related to semiconductor manufacturing facilities and cleanroom environments.
This is a specialized role with a focus on construction and engineering project cost management rather than traditional finance, accounting, or audit functions. Candidates with relevant project-based cost experience will be best positioned to succeed in this role
Key Responsibilities
Cost Objectives & Planning
Develop and implement construction cost objectives and cost control plans to achieve overall capital project cost targets.
Support long-range planning and capital forecasting for large-scale construction programs.
Construction Cost & Data Analysis
Analyze construction cost data using internal and external sources to provide insights for decision-makers.
Identify cost-saving opportunities across labor, materials, equipment, contracts, escalation, and risk, and deliver actionable recommendations aligned to strategic objectives.
Performance Tracking & Controls
Monitor and report cost performance across projects and critical cost elements.
Track variances, risks, and opportunities at both project-level and portfolio-level.
Customer Alignment & Data Integrity
Ensure stakeholders have a clear understanding of cost tracking, controls, and reporting mechanisms.
Maintain high standards of data accuracy, integrity, accessibility, and governance.
Accountability & Goal Reinforcement
Hold workstreams accountable for meeting cost targets, milestones, and deadlines.
Reinforce disciplined cost management behaviors across project teams.
Cross-Functional Collaboration
Partner with Procurement, Facilities Construction, Finance, Operations, and Engineering to identify and execute cost optimization opportunities.
Facilitate cross-functional ideation, evaluation, and problem-solving sessions to enhance competitiveness and project outcomes.
Framework & Continuous Improvement
Develop and implement a standardized framework for construction cost analysis and continuous improvement.
Enable competitive cost negotiations and strategic decision-making for Procurement Category teams.
Trend Analysis & Benchmarking
Identify and analyze cost trends, irregularities, and systemic risks.
Lead external market intelligence, benchmarking, and comparative cost studies to support fact-based decisions.
Supplier & Market Insights
Collect and analyze financial and commercial data across the construction supply chain.
Provide guidance on cost drivers, market dynamics, and supplier financial health.
Data & Digital Collaboration
Collaborate with Business Analytics and Smart Manufacturing teams to develop tools and dashboards for cost tracking, reporting, and decision support.
Executive Engagement
Surface critical issues, risks, achievements, and barriers to leadership and executive forums as required.
Prepare concise, data-driven narratives for executive reviews.

Must-Have Experience
Hands-on experience in construction project cost control, quantity surveying, or capital project cost management
Experience supporting large-scale construction or infrastructure projects (e.g., semiconductor fabs, cleanrooms, industrial facilities)
Strong capability in analyzing construction cost structures including labor, materials, equipment, contracts, escalation, and risk
Requirements
7-10 years of relevant experience in construction cost management, cost controls, quantity surveying, or capital project analytics, preferably within semiconductor or cleanroom environments
Bachelor's degree in Business, Engineering, Construction Management, or related field
Experience with mega-capital projects, including construction, infrastructure procurement, and/or project controls
Solid understanding of construction delivery models and contracting methods (GMP, lump sum, unit price, time & materials, etc.)
Strong proficiency in data management, analysis, and reporting tools:
Excel, Access, PowerPoint, Tableau, SQL, Power BI, SharePoint
Experience with procurement systems such as SAP, Scout, or equivalent
Working knowledge of project management methodologies
Excellent written and verbal communication skills, including executive-level presentations
