Job Description

Role Purpose

As we transition our specialized Localization and Portfolio Management from China to Singapore, we are seeking ahigh-velocity Sourcing Engineer to support and co-lead this critical transformation.

This role requires an individual who is agile, highly motivated, proactive, and a self-driven fast-learner. You will act as the technical architect of our regional supply chain, ensuring that every localized component meets the Owner's Mindset of quality and reliability. You must have the ability to collaborate closely with stakeholders and vendors to build a robust strategy around the mechanical commodities you manage. With a good understanding of equipment/system configuration and its applications, you will thrive in our highly stressful and fast-pacedenvironment, where your results directly advance both our customers success and your own career.

You will also support in the Portfolio Management while providing strategic sourcing support for new projects and CAPEX. The ideal candidate is a proactive fast-learner who can build robust commodity strategies and collaborate effectively withcross-functional stakeholders and vendors in a highly stressful, fast-paced environment.

Key Responsibilities

  • Strategic localization & category management for new remanufacturing business. Support, build and execute a comprehensive strategy for the Localization Portfolio. Manage the competitive bid process, perform detailed analysis, and price negotiations and business awards for the assigned commodities.
  • Stakeholder collaboration and alignment task. Work closely with internal stakeholders to understand technical requirements and set clear cost targets. Communicate effectively across all levels of the organization to formulate and implement strategic sourcing plans.
  • Ensure seamless transition items with no costing to costing through strategic sourcing. Coordinate closely with China factory and the reman workshop to ensure all localized components meet rigorous performance standards.
  • Supporting contract and risk management to the business. Manage supplier costing against contractual requirements to meet both short-term urgent needs and long-term strategic goals. Implement robust contracts to minimize risk and ensure supplier accountability for non-performance.
  • Proactive in agile execution and crisis management. Exercise expert judgment in selecting evaluation criteria to obtain results quickly. Demonstrate the ability to deliver in short timeframes, especially during sudden demand surges and tendering stage where expediting deliveries and ensuring availability of component costing is critical.
  • Future-Proofing & Technology Impact. Maintain an overall understanding of how new technologies or using AI in sourcing impact on the department sourcing performance.
  • Leverage AI-powered and translation tools to accelerate the technical scrubbing of Chinese engineering drawings. Utilize AI to quickly map Chinese (GB) material standards to local equivalents, significantly reducing the manual effort required for the localization portfolio.
  • Apply Generative AI to assist in drafting high-quality Request for Quotation (RFQ) packages, Service Level Agreements (SLAs), and technical reports. Streamline cross-functional communication by using AI to summarize complex engineering for faster implementation.

Preferred Experience

  • Proven track record in managing specialized mechanical or technical hardware commodities (e.g., custom fabrications, high-precision fittings, or industrial services) as a subject matter expert.
  • Experience in developing long-term sourcing strategies and managing high-level relationships with strategic suppliers to ensure preferential treatment and supply security.
  • Demonstrated ability to manage significant CAPEX expenditure through aggressive cost-reduction activities, total cost of ownership (TCO) analysis, and expert negotiations.
  • Experience handling pressure during tendering phases and operation capacity requirement, specifically managing last-minute demand pull-ins and supply chain bottlenecks.
  • Strong history of close collaboration with engineering, quality, and production groups to align technical drawings with local manufacturing capabilities.

Desired Attributes

  • A good understanding of equipment/system configuration and its practical application is highly recommended to bridge the gap between engineering drawings and vendor capabilities.
  • Ability to maintain performance and focus within a highly stressful and fast-phased environment.
  • A self-starter who identifies supply risks before they impact production and takes ownership of the solution.

Recommended Academic Credentials

  • Minimum of 3 to 5 years of experience in technical sourcing or mechanical engineering within a manufacturing, oil & gas, or heavy industrial environment.
  • Bachelor's Degree in related technical, Industrial Engineering, Supply Chain or a related technical discipline is preferred.
  • Fluency in technical English is a must proficiency in Mandarin is a significant advantage for the need to interpret original documentation/drawings.
