The Diagnostics Development Hub (DxD Hub) is Singapore's national platform that enables efficient and effective productization of fit-for-purpose In-Vitro Diagnostics and Digital Health solution for health and economic impact. DxD Hub has cross-cutting, multidisciplinary diagnostics product development capabilities that spans across Molecular Diagnostics, Proteomics, Digital Health and Integrated Point-of-Care diagnostics. This opening is for a role as a Senior Manager/Assistant Director in DxD Hub's Programme Office, which oversees early-stage (TRL 2 to 3) needs-driven innovation projects positioned for commercial uptake in Diagnostics & Digital Health.
Job Description:
The responsibilities include but are not limited to the following:
Scientific Oversight & Technical Governance
Provide scientific oversight for funded projects, ensuring robust experimental design, adherence to validation standards, and alignment with TRL 23 objectives. Prepare technical evaluation summaries and recommendations for programme leadership and review committees.
Track project progress against technical milestones and TRL advancement develop dashboards and reports summarizing scientific outcomes, risks, and impact metrics.
Project & Product Management
Provide oversight and management of funded projects, including submissions and variation requests, assessing eligibility based on grant guidelines, and resolving operational challenges.
Work closely with DxD Hub's product development team to ensure funded projects align with the overall development roadmap and commercialization strategy.
Coordinate technical deliverables and timelines to integrate with downstream productisation activities.
Drive end-to-end project management for assigned programmes, including planning, scheduling, resource allocation, and monitoring progress against milestones. Ensure
timely delivery of outputs and adherence to governance and compliance requirements.
Identify technical risks in project execution and propose mitigation strategies to ensure timely delivery and compliance.
Stakeholder Engagement
Grant Administration Leadership
Organize and facilitate end-to-end grant administration processes, including due diligence, application review, evaluation panel coordination, award processing, disbursements, and variations in line with approved budgets, milestones, and A.STAR governance policies.
Process Improvement & Best Practices
Requirements:
Degree/postgraduate in life science, biomedical sciences, biomedical engineering or equivalent.
Minimum 5 years of experience in diagnostics or medical device R&D, with hands-on exposure to assay development or digital health solutions.
Prior experience in project/programme/grant administration will be an advantage.
Effective written and verbal communication and strong interpersonal skills.
Attention to detail and strong analytical thinking skills.
Able to work in cross functional teams.
Able to work outside of organizational boundaries to engage external stakeholders as necessary. Able to identify and contextualise stakeholder issues.
