Responsibilities:
Vessel & Marine Operations
- Oversee daily operations of slop vessels engaged in deslopping and desludging activities within Singapore waters and PSA ports.
- Coordination with Headquarters is required for operations conducted in Malaysia or at OPL.
- Ensure all vessel operations comply with MPA, PSA, NEA, and port authority regulations.
- Plan, schedule, and coordinate vessel deployment, job assignments, and operational manpower.
- Monitor vessel performance, fuel consumption, equipment condition, and operational readiness.
- Act as the key point of contact for marine operations, port authorities, agents, and clients.
Deslopping & Desludging Operations
- Supervise deslopping and desludging activities from ship-to-ship and ship-to-shore operations.
- Ensure proper handling, transfer, storage, and disposal of sludge, slop, and scheduled waste.
- Verify completion of jobs and ensure accurate documentation, including job records and operational logs.
- Coordinate with licensed waste facilities and ensure compliance with environmental requirements.
Regulatory Compliance & Documentation
- Ensure all operations comply with Singapore maritime, port, and environmental regulations.
- Oversee and verify E-Consignment Notes (ECN) via NEA's WRMS e-Tracking and confirm acceptance by licensed waste facilities.
- Manage vessel certificates, licences, inspections, audits, and renewals.
- Investigate incidents, non-conformities, or delays and prepare corrective action reports.
Operations Management
- Coordinate closely with operations, logistics, and admin teams to ensure smooth end-to-end execution.
- Liaise with business partner, shipping agents, PSA, port authorities, customers/clients on scheduling and operational matters.
- Manage port passes and operational access for vessel crew and shore staff.
- Prepare operational reports and provide updates to management.
Crew Management & Safety
- Supervise vessel crew and shore operational staff, ensuring adequate manpower and competency.
- Enforce safety procedures, toolbox meetings, and compliance with safety management systems.
- Provide operational guidance and on-site support to crew during critical operations.
24-Hour On-Call Responsibility
- Serve as the 24/7 on-call operations lead for emergency response, vessel issues, operational changes, and client requirements.
- Respond promptly to operational incidents, port authority instructions, and urgent customer requests.
Business & Client Support
- Support client operations by coordinating schedules, resolving operational issues, and maintaining service standards.
- Participate in audits, inspections, and client meetings when required.
- Assist management in improving operational efficiency and service quality.
Requirements:
- Diploma or Degree in Maritime Studies, Marine Engineering, Operations Management, or a related discipline.
- Junior manager with minimum 6-7 years of relevant experience in marine operations, vessel operations, port operations, or waste managementrelated marine activities.
- Prior exposure to slop, sludge, waste oil, or deslopping/desludging operations is highly preferred.
- Working knowledge of MPA, PSA, NEA, and Singapore port regulations.
- Familiarity with scheduled waste handling, environmental compliance, and marine safety requirements.
- Experience with NEA WRMS e-Tracking / E-Consignment Notes (ECN) is an advantage.
- Experience supervising vessel crew and/or shore-based operational staff.
- Strong sense of responsibility, accountability, and attention to detail.
