Job Description

Overall Job Responsibility

The Service Development (Employment) Division aims to enhance and increase employment and employability opportunities for persons with disabilities. The team works with private and public employers, industry partners, social service agencies, and stakeholders such as Special Education Schools, Institutes of Higher Learning and hospitals, to design and implement pilot initiatives to further this cause.

The Assistant Director oversees an upcoming supported employment model for persons with disabilities who have difficulty sustaining in an open employment organisation. These organisations serve as a platform for skills development, job coaching, and meaningful employment, while operating viably within the market.

Duties and Responsibilities

  • Provide overall oversight of the development, operations, and performance of organisations, ensuring alignment with organisational objectives and supported employment outcomes.
  • Support the development, implementation, and monitoring of an inter-government project, including translating recommendations into policies, programmes, and operational workplans.
  • Work closely with organisations, and stakeholders to strengthen capabilities, supported employment practices, and workforce outcomes for persons with disabilities.
  • Lead the design, implementation, evaluation, and documentation of this pilot that strengthen this as a sustainable supported employment model, addressing systemic gaps in employment and employability.
  • Drive the development of strategic partnerships with employers, industry partners, and other ecosystem stakeholders to expand market opportunities, build employer pathways, and strengthen inclusive hiring outcomes.
  • Oversee the negotiation, governance, and performance monitoring of funding and contractual agreements related to this pilot, ensuring accountability, compliance, and alignment with funding objectives.
  • Monitor and analyse operational and employment data to assess impact, inform decision‑making, and support continuous improvement of outcomes.
  • Lead and support corporate planning matters, including reports to Ministry, budgets, workplans, and communications such as media engagements related to this pilot.

Qualifications, Knowledge And Experience

  • Minimum 8 years of relevant working experience, including experience in public policy, service development, business development, or operations management.
  • Experience in the disability sector and/or familiarity with supported employment, social enterprises, partnerships, and contract management would be an advantage.
  • Meticulous and comfortable with data collection, preparation, analysis, and visualisation to track both business and social impact outcomes.
  • Technologically proficient, including the use of automation tools and collaborative platforms.
  • Strong communication and interpersonal skills, with the ability to engage diverse stakeholders across business, social, and public sectors.
  • Team player who can work under tight deadlines, adapt to changing contexts, and take a resourceful approach to problem‑solving.
