About the Role

We are looking for a highly experienced Senior Solar Project Manager to lead the execution of a large-scale solar PV project for the Land Transport Authority (LTA). This role requires strong leadership, deep technical understanding of solar engineering, and proven experience managing complex infrastructure projects with government agencies.

As the Contractor's Representative, you will oversee all aspects of the Works throughout the entire contract period-ensuring timely delivery, quality compliance, and seamless coordination across all stakeholders.

Key Responsibilities

1. Project Leadership & Contract Management

  • Serve as the Contractor's Representative as authorised by the Company.

  • Lead, manage, and oversee the full lifecycle of the LTA solar PV project-from design, procurement, and installation to testing, commissioning, and handover.

  • Develop and maintain a clear project execution strategy aligned with LTA requirements and contractual obligations.

  • Lead the project team, including engineers, coordinators, and subcontractors, ensuring strong alignment and performance.

2. Technical & Engineering Oversight

  • Review and approve engineering design, technical submissions, drawings, method statements, and calculations.

  • Ensure all designs comply with LTA specifications, statutory codes, and best engineering practices.

  • Provide technical guidance to internal teams, consultants, and subcontractors.

3. Planning, Scheduling & Resource Management

  • Develop and manage project schedules, key milestones, manpower planning, and resource allocation.

  • Track project progress, identify risks or delays, and implement mitigation strategies proactively.

  • Oversee procurement timelines to ensure timely delivery of equipment and materials.

4. Site Coordination & Execution Control

  • Lead coordination with main contractors, consultants, LTA officers, and internal stakeholders.

  • Conduct regular site reviews and ensure work is performed safely, according to designs, and at required quality standards.

  • Ensure site operations comply with LTA's strict safety, environmental, and operational requirements.

5. Quality, Safety & Compliance

  • Take ownership of all QA/QC processes and documentation.

  • Ensure compliance with all statutory, regulatory, and contract-specific safety requirements.

  • Lead risk assessment reviews, safety briefings, and implementation of corrective actions when required.

6. Testing, Commissioning & Handover

  • Lead and supervise testing, commissioning, and system performance verification.

  • Ensure timely submission of as-built drawings, O&M manuals, test reports, and training materials.

  • Coordinate with LTA for inspections, approvals, and final project handover.

7. Stakeholder & Communication Management

  • Manage communication and expectations across all project stakeholders including LTA, consultants, subcontractors, and internal teams.

  • Lead project meetings, prepare progress reports, and resolve issues professionally and effectively.

  • Maintain strong working relationships to ensure smooth project execution.

Requirements

Essential

  • Degree from a recognised tertiary institution in Engineering (Electrical, Mechanical, Renewable Energy, or related discipline).

  • Minimum 8 years of relevant experience managing large-scale infrastructure or solar PV projects of similar complexity.

  • Proven experience handling government, LTA, or major public infrastructure contracts.

  • Strong leadership, people management, and project delivery skills.

  • Excellent understanding of solar PV design, installation, electrical integration, and commissioning.

  • Familiarity with EMA, BCA, SCDF, LTA and other regulatory requirements.

  • Excellent problem-solving, negotiation, and communication skills.

Preferred

  • Prior experience managing solar projects in transportation or public infrastructure environments.

  • Professional certifications (e.g., PMP, PE/LEW, WSH certifications) will be an advantage.

  • Experience with monitoring systems, system performance analysis, and data reporting.
