Job Description

Responsibilities

Commercial & Contract Administration

  • Prepare, submit, and manage monthly progress claims
  • Monitor project budgets and cash flow to ensure cost efficiency
  • Administer contracts, including assessment and processing of Variation Orders (VO)
  • Prepare tender submissions, detailed cost estimates, and bills of quantities
  • Conduct cost analysis and implement cost control measures
  • Negotiate and settle final accounts with clients and subcontractors
  • Liaise with clients, consultants, and subcontractors on contractual and commercial matters
  • Ensure compliance with contract documents, project specifications, and contractual requirements

Procurement

  • Source, interview, evaluate, and recommend subcontractors and suppliers
  • Conduct price comparisons and prepare procurement evaluations
  • Award and administer subcontract agreements
  • Manage subcontractor performance and payment certification

Measurement & Technical Duties

  • Perform detailed quantity take-offs for tenders and ongoing site works
  • Prepare Bar Bending Schedules (BBS) for reinforced concrete works
  • Work closely with BIM Modellers to retrieve and verify measurements using software such as CostX
  • Present, justify, and clarify detailed reinforcement bar measurements with LTA officers and consultants

Requirements

  • Degree in Quantity Surveying, Civil Engineering, Building, or related discipline
  • Minimum 8 years of relevant experience in the construction industry
  • Experience working with main contractors preferred
  • Strong knowledge of construction contracts and contract administration
  • Proven experience in tendering, budgeting, cost control, VO submissions, and final account settlement
  • Experience in procurement and subcontractor management
  • Experience in LTA/MRT projects, infrastructure, or roadworks will be advantageous
  • Proficient in MS Office (especially Excel) and measurement software (e.g., CostX)
  • Strong analytical, negotiation, and problem-solving skills
  • Ability to work independently and meet project deadlines
  • Good communication and teamwork skills
