Job Summary
You will manage financial and contractual aspects of large-scale infrastructure projects, ensuring accurate cost control, contract administration, and effective collaboration with contractors and suppliers.
Responsibilities
- Assist Project Control Manager and Cost Manager by managing quantity surveying tasks related to sub-contracts, works orders, and purchase orders to support project delivery
- Prepare interim valuations, negotiate and agree on contract variations, update claim submissions, and finalize accounts to ensure accurate financial tracking
- Liaise with main contractors, sub-contractors, suppliers, and project stakeholders to maintain clear communication and resolve issues promptly
- Prepare Request for Quotation (RFQ) and Open Tender documents and source suppliers and sub-contractors to support procurement processes
- Evaluate and certify sub-contractors progress payments to ensure compliance with contract terms and project budgets
- Prepare detailed project budgeting and costing reports to monitor financial performance and support decision-making
- Maintain proper documentation and project administration to ensure audit readiness and compliance
- Review and summarize tender enquiries, identify scope of works, and prepare commercial proposals to secure new contracts
- Compile supporting documents for tender and proposal submissions to meet client and regulatory requirements
- Follow up and negotiate contract terms, review conditions, and manage progress claims and payments to protect company interests
Required competencies and certifications
- Bachelor's Degree, Post-Graduate Diploma, or Professional Degree in Quantity Surveying, Civil Engineering, Building, or related field
- Minimum 5-7 years of quantity surveying experience with strong knowledge of local construction practices
- Proven experience working on LTA/MRT projects and with A1 Main Contractors in Singapore
Preferred competencies and qualifications
- Proficiency in construction management, quantity surveying, and cost control demonstrated through managing project financials and contracts
- Strong negotiation, procurement, and tendering skills applied to contract management and supplier engagement
- Ability to read and interpret specifications and building drawings to support accurate cost estimation and contract administration
- Proficiency in Microsoft Office and AutoCAD software to prepare reports and technical documents
- Effective communication and teamwork skills to collaborate with diverse project teams
- Meticulous attention to detail and numerical sensitivity to ensure accuracy in financial documentation
