Job Summary
Lead and develop the Quantity Surveying (QS) and Contracts team across Southeast Asia (Singapore, Malaysia, Thailand, Vietnam, managing contract administration and cost control throughout all project stages to ensure timely delivery and compliance with client requirements.
Responsibilities
- Lead the QS department through all project stages including tender, construction, completion, and post-award contractor management to deliver projects on time and within budget
- Develop and mentor QS and contract team members across Singapore, Thailand, Malaysia, and Vietnam to build a high-performing regional team
- Draft and issue contractual letters and claims for variation orders, extensions of time (EoT), and Loss & Expense to protect project interests and ensure compliance
- Review and verify tender submissions prepared by quantity surveyors, providing guidance to maintain accuracy and contractual compliance
- Collaborate with project management teams to verify all contractual correspondences and ensure adherence to contract terms
- Source and negotiate pricing with subcontractors to optimize project costs and maintain quality standards
- Monitor and track project costs against planned schedules and budgets, working closely with project teams to assess contractors claims for progress payments, variation works, and extensions of time
- Manage claim registries and resolve disputes with suppliers, consultants, subcontractors, and clients to maintain smooth project progress
- Ensure timely issuance of client notices for claims to safeguard contractual rights
- Finalize project accounts with clients and subcontractors by measuring and evaluating work completed to validate variation, contractual, and progress claims
- Oversee the issuance of work orders, purchase orders, and payment processing to maintain financial control
Required competencies and certifications
- Minimum 8 years of professional experience in quantity surveying and contract management
- Basic knowledge of SIA Conditions of Contract (COC) and PSSCOC standards
- Experience in interior fit-out projects within Southeast Asia, particularly Singapore, Malaysia, and Thailand
Preferred competencies and qualifications
- Degree in Quantity Surveying, Building, Architectural, or equivalent discipline
- Proven ability to work independently under pressure and meet project deadlines
- Strong team collaboration skills and a responsible, meticulous work ethic
