About the Role

We are seeking a Senior Project Manager to support the delivery and sustained operation of digital systems for the National Environment Agency (NEA).

The role will oversee project delivery, procurement, contracts, budgets, vendor management and operational readiness across both initiatives, ensuring sound technical design, timely milestone delivery and a seamless transition while maintaining system integrity and optimising performance. Following implementation, you will transition to supporting and overseeing the maintenance of both systems.

Key Responsibilities

Project Delivery and Governance

  • Lead end-to-end delivery of the migration to Pega Cloud and implementation of CLIP, aligning user needs, business outcomes, technical constraints and operational readiness.

  • Establish and maintain integrated project plans, schedules, risk, assumption, issue and dependency (RAID) logs, recovery actions and outcome measures.

  • Govern delivery across predictive, agile or hybrid models, including sprint and release governance, critical-path management and key dependencies.

  • Collaborate with product, engineering, operations, cybersecurity and service-provider teams on releases, service changes and the resolution of delivery or operational issues.

  • Facilitate steering committees and senior governance forums, present clear options and recommendations, and resolve cross-functional or supplier disputes.

Procurement, Contracts and Vendor Management

  • Advise on procurement and contracting approaches, and prepare or review tender specifications, Approval of Requirements (AOR), evaluation recommendations, contract variations and direct contracting justifications.

  • Participate in vendor negotiations and assess contract scope, commercial exposure and approval risks.

  • Manage maintenance and service contracts, including vendor performance, service levels, commercial obligations, renewals, extensions and service credits.

  • Critically review vendor proposals, rate-card applications and service-request man-day estimates to ensure value for money and appropriate resource allocation.

Budget and Funding Management

  • Oversee project and annual budget planning, commitments, expenditure forecasts, actual expenditure, OOE funding drawdowns and funding sufficiency.

  • Provide management with clear visibility of financial risks and recommend corrective actions or expenditure reprioritisation where required.

  • Prioritise major service requests and changes against business value, operational risk, dependencies, capacity and available funding.

Quality Assurance, Security and Operational Readiness

  • Oversee system, user and security testing, defect-risk decisions, cutover readiness, operational handover and post-release stabilisation.

  • Coordinate user adoption and stakeholder engagement to support a smooth transition.

  • Oversee vulnerability remediation, security patching and follow-up of security findings, escalating material delays or residual risks.

  • Establish licence, subscription and technology-lifecycle plans covering renewals, end of support, upgrades, dependencies and continuity of support.

  • Support and oversee the ongoing maintenance of OneILS and CLIP following implementation.

  • Mentor less-experienced project managers and contribute to reusable controls, lessons learned and continuous improvement.

Requirements

  • At least 7 years of relevant project management experience.

  • A proven track record of leading complex ICT projects, digital products or major maintenance workstreams from planning and procurement through implementation, transition and operations.

  • Experience delivering effective outcomes under resource, schedule or operational constraints.

  • End-to-end leadership experience across product, engineering, operations, cybersecurity, procurement, finance and service-provider teams.

  • Experience establishing integrated plans, project governance, management reporting and recovery actions across interdependent workstreams.

  • Strong experience in public-sector or comparable regulated procurement and contract management, including requirements, evaluations, AOR, contract variations, direct contracting and commercial discussions.

  • Strong commercial judgement in contract interpretation, vendor performance, service credits, invoice validation, rate-card application, change control and man-day governance.

  • Experience in budget planning, expenditure forecasting, funding management and financial recommendations to management.

  • Experience in licence and technology-lifecycle planning, end-of-support upgrades, vulnerability remediation and security patch compliance.

  • Ability to critically assess vendor scope, assumptions and effort estimates, and recommend sound commercial and delivery positions.

  • Excellent written and verbal communication skills, including management papers, technical writing, governance presentations and engagement with senior stakeholders.

  • A meticulous, resilient and outcomes-focused approach, with the ability to resolve ambiguity, lead under pressure and drive complex matters to closure.

  • Ability to tailor predictive, agile and hybrid project management practices to project risks and governance needs.

Preferred Qualifications and Experience

  • Current PMP or PRINCE2 Practitioner certification. PMI-ACP or an advanced agile credential would be advantageous where supported by practical experience.

  • Experience leading substantial Singapore Government or comparable public-sector procurement activities.

  • Experience managing multiple vendors, contracts and interdependent technical and business workstreams.

  • Experience presenting delivery, financial, contractual and risk recommendations to senior management or steering committees.

  • Experience leading cloud migration, platform upgrades, licence renewals or technology modernisation initiatives.

  • Experience mentoring project managers and improving project or contract management practices.

  • Strong proficiency in Microsoft Project or equivalent scheduling tools Jira and Confluence or Azure DevOps SharePoint Excel and Power BI.

  • ITIL 4 certification or relevant cloud, security or governance credentials would be advantageous where supported by practical experience.
