About the Role

NTT DATA Singapore is seeking an experienced Project Manager - Government Digital Platforms & Cloud Services to manage mission-critical digital platforms supporting multiple public sector eServices.

This role oversees Common Services Provider and Payment Gateway systems, ensuring high availability, compliance with government security frameworks, and successful delivery of system enhancements supporting more than 10 digital public services.

The Project Manager will work closely with technical teams, cloud engineers, vendors, and stakeholders to manage system operations, service improvements, and technology initiatives for large-scale government digital platforms.

Key Responsibilities

Critical Systems Operations

. Manage daily operations of mission-critical digital platforms and systems.
. Oversee vendors responsible for system maintenance, enhancements, and service requests.
. Ensure high availability of internet-facing digital services with no unplanned downtime.
. Manage AWS / Government Commercial Cloud hosting environments.
. Coordinate system audits, compliance reviews, and security remediation activities.
. Support system change requests and service improvement initiatives.
. Ensure disaster recovery readiness and business continuity planning.

Project Delivery & Governance

. Develop project plans, schedules, and resource allocation strategies.
. Manage project scope, timeline, budget, and deliverables.
. Facilitate project governance meetings and stakeholder updates.
. Conduct risk assessments and mitigation planning.
. Lead cross-functional teams across development, infrastructure, and operations.
. Coordinate system testing, user acceptance testing, and deployment activities.
. Ensure projects follow established methodologies such as Agile or Waterfall.

Vendor & Stakeholder Management

. Manage vendor contracts and ensure service delivery quality.
. Coordinate delivery of change requests and system enhancements.
. Provide project reporting, executive dashboards, and governance documentation.
. Collaborate with technical architects, system engineers, and operations teams.

Required Skills & Experience

. Minimum 8 years of project management experience in public sector or government technology projects.
. Proven experience managing mission-critical digital platforms or eServices systems.
. Strong knowledge of Singapore Government IM8 security policies and compliance frameworks.
. Experience managing cloud environments such as AWS or Government Commercial Cloud (GCC).
. Experience managing internet-facing digital services or platforms.
. Experience with authentication gateway integrations such as Active Directory, Singpass, or Corppass.
. Experience managing payment gateway integrations with financial institutions or banks.
. Strong experience in vendor management, procurement, and contract management.
. Experience managing project budgets, resources, and delivery timelines.
