Senior Project Manager / Delivery Lead FileNet & Government Programs

Role Overview

We are seeking a Senior Project Manager / Delivery Lead with strong expertise in IBM FileNet and Enterprise Content Management (ECM) to lead and deliver large-scale government and regulated industry programs.

The ideal candidate brings a blend of technical depth and project leadership, with proven experience in workflow automation, document management systems, and public sector or compliance-driven environments.

Key Responsibilities

• Lead end-to-end delivery of FileNet-based ECM programs, including implementation, migration, upgrades, and system optimization.
• Drive project planning, execution, and tracking, ensuring alignment with organizational and government standards.
• Collaborate with government agencies and enterprise stakeholders to communicate project goals, progress, risks, and dependencies.
• Manage project timelines, deliverables, and cross-functional coordination across development, infrastructure, and integration teams.
• Ensure adherence to security policies, regulatory compliance, and audit requirements across ECM platforms.
• Oversee workflow automation, document lifecycle management, and enterprise integrations (REST/SOAP/APIs, cloud platforms).
• Identify delivery risks and implement mitigation strategies across technical and operational areas.
• Lead solution design discussions and technical governance for FileNet, Case Manager, and related platforms.
• Support change management initiatives for large-scale document digitization and transformation programs.
• Prepare and present status reports, delivery updates, and governance insights to stakeholders and leadership teams.

Key Requirements

• Bachelor's degree in Computer Science, Information Systems, or related field.
• 10+ years of experience in ECM/FileNet-based solution delivery, with strong exposure to project or delivery leadership.
• Proven experience working on Government or public sector programs (or regulated industries such as banking/pharma).
• Strong expertise in:IBM FileNet P8IBM Case ManagerIBM Content NavigatorWorkflow automation and document management systems
• Hands-on experience with:System integration (REST/SOAP APIs)Cloud platforms or middleware technologiesMigration and upgrade projects
• Solid understanding of data governance, compliance standards, and security frameworks.
• Experience working with cross-functional teams and multiple stakeholders across business and technical domains.
• Strong problem-solving skills with the ability to manage risks and delivery challenges in complex environments.
• Familiarity with Agile or structured project delivery methodologies.

Preferred Qualifications

• Experience with Singapore Government systems or similar public sector environments.
• Exposure to AWS or enterprise cloud integrations.
• Experience in banking, financial services, or regulatory environments.
• PMP, PRINCE2, or equivalent certification (good to have, not mandatory).
