As a Micron Singapore Permitting & Regulatory Professional, you will be responsible for planning, managing, and securing all statutory approvals and regulatory clearances required for the design, construction, commissioning, and operation of a large industrial facilities in Singapore.
This role will act as the primary interface between the project team and government authorities to ensure compliance with all local regulations and timely issuance of permits to support the project schedule. This role requires strong technical expertise, project management skills, and the ability to collaborate effectively with cross-functional teams to deliver projects on time and within budget.
Key responsibilities:
Regulatory Strategy & Planning
- Develop and maintain a comprehensive regulatory approval roadmap aligned with the project master schedule.
- Identify all required statutory submissions and approvals across project phases.
- Advise the Project Director and design teams on regulatory risks and compliance requirements.
Establish permitting timelines, lead times, and authority engagement strategy.
Authority Liaison & Stakeholder Management
Serve as the primary point of contact with relevant Singapore authorities, including but not limited to:
. BCA (Building and Construction Authority)
. SCDF (Fire Safety & Civil Defence approvals)
. NEA (Environmental Impact Assessment, pollution control)
. PUB (Drainage, sewerage, water supply)
. MOM (Workplace safety & health)
. URA (Planning permissions)
. LTA (Road access, traffic impact)
. JTC / EDB (if applicable to site)
Responsibilities include:
. Managing submission meetings and technical clarifications
. Tracking comments and ensuring timely responses
. Coordinating with QPs and PE signatories
. Facilitating inspections and site audits
Submission Management
. Coordinate preparation of all statutory submissions with architects, engineers, and consultants.
. Ensure documentation meets regulatory standards and submission formats.
. Track approval status and maintain a real-time permit log.
. Manage re-submissions and revision cycles efficiently.
Compliance Oversight
. Monitor project compliance with:
. Building Control Act
. Fire Code requirements
. Environmental Protection & Management Act
. Workplace Safety & Health Act
. Conduct internal compliance reviews before authority inspections.
. Support resolution of regulatory non-conformances.
Inspection & Certification Management
. Plan and coordinate statutory inspections.
. Ensure timely issuance of:
. Temporary Occupation Permit (TOP)
. Certificate of Statutory Completion (CSC)
. Fire Safety Certificate (FSC)
. Manage phased handover approvals where applicable.
Risk & Schedule Control
. Identify regulatory risks that may impact cost or schedule.
. Escalate critical issues early to senior management.
. Work closely with project controls team to align approval milestones with construction sequencing.
Qualifications & Experience
Education
. Degree in Engineering, Architecture, Construction Management, or related discipline
. Professional Engineer (PE) or Qualified Person (QP) status is advantageous but not mandatory.
Experience
. 8ok L+ years of experience in Singapore industrial or large infrastructure projects.
. Demonstrated experience managing approvals for complex facilities (e.g., manufacturing plants, cleanrooms, data centres, petrochemical, large logistics hubs).
. Strong working knowledge of CORENT submissions and Singapore statutory processes.
Technical Knowledge
. Singapore Building Control regulations
. Fire Code and SCDF approval processes
. Environmental permitting and ElA processes
. Utilities interface (PUB, SP Power, etc.)
. Construction sequencing and authority inspection milestones
Key Competencies
. Strong negotiation and stakeholder management skills
. Deep understanding of Singapore regulatory environment
. Excellent documentation and tracking discipline
. Ability to manage multiple submission packages concurrently
. High level of integrity and professional judgment
. Strong coordination skills with design and construction teams
