Who We Are Looking For
We believe the most critical phase of product development happens before a single line of code is written.
We are looking for a Discovery Product Manager to lead this upstream work for high-impact government projects. You will partner with policy teams to navigate ambiguity, de-risk investments and define the What and Why of the next generation of public services.
This is a strategic role that requires strong collaboration, a deep understanding of user and stakeholder needs and the ability to navigate public sector constraints while pushing for innovation and modernisation.
Your goal is to ensure we solve the right problems in the right way. By leading multi-disciplinary teams through problem framing, opportunity mapping and service envisioning, you will translate user needs into co-created concepts that are aligned, actionable and future-ready.
Note: This role focuses purely on achieving clarity. Once a direction is validated and actionable, you will hand it over to implementation teams for delivery.
[What you will be working on]
This is a strategic 0-to-0.5 role. You will lead a squad with Design, Engineering to validate hypotheses and define the future state of government services.
Orchestrate the Vision: Lead inception workshops and envisioning sessions with policy owners and C-suite stakeholders to crystallise vague problem statements into clear product opportunities.
De-Risk the Future: Conduct rigorous fit-gap analysis, market sizing and feasibility assessments. You will influence if a problem requires a digital solution, a policy change or a process redesign.
Shape the User Experience: Apply design thinking to translate user research into actionable service concepts, opportunity maps and prototypes. You will partner with Design and Engineering to co-create services that are visionary, viable and inclusive.
Bridge Policy & Tech: Act as the translator between high-level government policy goals and on-the-ground technical constraints, ensuring solutions are both visionary and viable.
Modernise Legacy: Tackle complex legacy systems by proposing future-ready, interoperable architectures that pave the way for digital transformation.
Stakeholder Management: Engage and align C-suite and senior government stakeholders on the product vision, strategy and delivery roadmap.
Deliver Clarity: Your final product in this role is clarity. You will synthesize insights into a validated product direction and roadmap, facilitating a seamless handover to delivery teams.
[What we are looking for]
We are looking for a strategic thinker who thrives in ambiguity and can tell a compelling story.
Experience: 5+ years of product management experience, with a proven track record of leading complex, high-impact initiatives.
Discovery Expertise: Strong experience in shaping early product direction, MVP scoping or working on pre-delivery discovery (0-to-1 work).
Strategic Translation: Ability to translate user needs, policy requirements, and technical constraints into viable product strategies.
Design Thinking: Solid understanding of design thinking principles and how to apply user research insights to product and service design.
Stakeholder Management: Excellent communication skills with the ability to navigate bureaucracy and align senior leadership/C-suite.
Collaboration: Able to facilitate cross-agency collaboration and navigate ambiguity to drive alignment.
Technical Fluency: Familiarity with technology and system design principles and agile ways of working.
Bonus Points For:
Familiarity with government processes, digital service standards, procurement frameworks or data governance.
Experience in public sector digital transformation or modernising large-scale legacy systems.
