This position is required to support both Bids and Projects activities in Thales Solutions Asia for Business line covering SIX, Defense and LAS.
The Procurement Bid & Project Manager (PPM) is the upstream point of contact for all procurement needs of the business.
The Procurement Bid & Project Manager (PPM):
Is responsible for all Procurements that are part of a Bid / Project / Product delivery.
Is responsible to provide the best procurement solution (competitiveness, quality, on time delivery), fulfilling the customer needs and aligned with Thales Procurement strategy led by the Global Category Managers and Regional Category Manager.
Will be fully responsible to structure the acquisition and coordinate the actions of all other Procurement organizations and actors for the relevant bids and projects.
Must be involved upstream in the solution definition to ensure solutions fit with the Bids & Projects and customer needs and drive competitiveness.
Will be responsible to reach the objectives of the Procurement function for the offers and the projects (Total Cost of Ownership, Cash, goods & service availability and quality).
Will drive and follow through activities related to competitiveness related to procurement and support design to cost approach, challenge Make team buy strategy.
In Bid Phase:
Represent procurement as part of Bid team in BKO, Estimate review, CCR, and all gates per the Bid Plan.
Analyze the customer's needs and context and then setting out the expectation to Category Team.
Carry out the overall assessment of the purchasing R&Os.
Collapse and optimize acquisition needs to meet the objective of each bid.
Assess viability, define strategy, consolidate from all Category team through Acquisition Management Plan (AMP).
Deliverables of AMP and Procurement strategy through Procurement summary sheet and Procurement Executive summary according to Bid Plan.
Upon award at Bid Gate 3, handover to Project PPM if any, including introduction of project content and transfer of all relevant up-to-date Bid purchasing information.
Lead and participate in lessons learnt sessions on Acquisition matters if required to gain experience, improve PSS effectiveness/competitiveness, and evolve over the course of the bid phase.
In Project Phase:
Formulate and execute the acquisition plan (in project phase / product development and production phase) in accordance with allocated targets (Time, Quality, Total Cost of Ownership, Risks & Opportunities) and update the procurement dashboard.
Liaise with operational teams and Category Buyers to monitor execution of the Procurement plan.
Define and monitor contractual requirements of the acquisition, working closely with Category team to secure material and ensure project milestones are maintained.
Comply with the Manage Acquisition process as per Chorus 2 and use acquisition tools in place in the organization (e-Acquisition, ERP, etc.) for all activities.
Lead and coordinate all acquisition activities associated with make, team, or buy.
Manage risk, track and analyze budget gap to ensure all products/services acquisition are within budget/EAC.
Make timely and routine escalation to management as appropriate on acquisition irregularity (justify and highlight cost/schedule impact due to scope creep).
Develop mitigation plan to address any impact due to these gaps.
Lead all acquisition cost reduction initiatives, execute these plans, and track results on a routine basis.
Minimum Requirements
Education
University Degree in Business Administration, Engineering, IT, or related field.
Experience
Experience in a project-based environment, preferably in low volume, high mix environment.
Good knowledge of tactical and strategic supplier management.
Project Management / PMO experience, preferably with a Procurement background.
Specific Knowledge
Familiar with Information and Communication Technology (ICT), Security, and Cyber related topics.
Experience managing installation companies would be an added advantage.
Familiar with and experienced in Power BI.
Proficient in Microsoft Office (Excel in particular).
Knowledge of SAP would be beneficial.
Business Understanding
Ability to travel if needed.
Strong leadership with ability to drive cross-functional teams.
