Key Responsibilities

Procurement Leadership

• Lead the end-to-end procurement function across multiple categories, ensuring efficient, compliant, and value-driven procurement outcomes.
• Provide strategic direction on complex and high-value procurement projects, procurement risks, and sourcing strategies.
• Drive procurement excellence by ensuring adherence to procurement policies, governance standards, and regulatory requirements.

Strategic Sourcing & Category Management

• Develop and implement strategic sourcing initiatives to achieve cost efficiencies, optimise procurement performance, and maximise value creation.
• Build and strengthen supplier partnerships through proactive market engagement and effective category management strategies.
• Identify opportunities for procurement aggregation, innovation, and continuous improvement to enhance organisational outcomes.

Business Partnering & Stakeholder Management

• Serve as a trusted advisor to senior stakeholders on procurement strategy, governance, and risk management matters.
• Partner closely with business units to support procurement planning, demand management, and long-term sourcing objectives.
• Influence and guide stakeholders in making informed procurement decisions while balancing business needs and compliance requirements.

Governance, Compliance & Contract Management

• Ensure robust procurement governance through effective controls, documentation, audit readiness, and compliance practices.
• Oversee contract and supplier relationship management to mitigate risks and deliver sustainable value.
• Champion procurement best practices and maintain operational continuity across procurement activities.

Continuous Improvement

• Lead process transformation and improvement initiatives to enhance procurement efficiency, effectiveness, and service delivery.
• Drive capability development and foster a culture of innovation and continuous improvement within the procurement function.

Requirements

• Minimum 12 years of public sector procurement experience, with strong expertise in managing complex and high-value procurement projects.
• Proven track record of leading procurement teams and driving strategic procurement initiatives.
• Extensive knowledge of government procurement policies, IM (Procurement) and the GeBIZ procurement platform.
• Strong leadership, stakeholder management, negotiation, analytical, and problem-solving skills.
• Excellent communication and influencing abilities, with the confidence to advise senior stakeholders in a complex operating environment.
• Results-oriented individual with a passion for procurement excellence, governance, and continuous improvement.
