Senior Procurement Executive (Terminal/ EPC/ O&G/ Hybrid arrangement/ Jurong East)

Job Summary

• Lead end-to-end procurement activities for terminal operations and projects, including category strategy, tendering, contract management, and purchasing of goods and services. Ensure cost-effective, compliant, and timely procurement while driving supplier performance, process improvement, and savings initiatives across CAPEX and OPEX spending.

• Experience in EPC serviced contracting Oil & Gas (Midstream), Chemicals, or Heavy Infrastructure sectors

Key Responsibilities

• Develop and execute procurement and category strategies aligned with business goals and budgets

• Manage annual procurement planning, spend analysis, and cost-saving initiatives

• Lead tendering and supplier selection processes for major purchases and projects

• Oversee purchasing activities, negotiations, and contract compliance

• Support Purchase-to-Pay (P2P) processes to ensure smooth procurement operations

• Manage supplier performance, contract implementation, and continuous improvement programs

• Negotiate variation orders and support project procurement for growth and CAPEX projects

• Monitor procurement KPIs including savings, supplier performance, compliance, and delivery timelines

Requirements

• Bachelor's degree with 7+ years of procurement experience, preferably in process or industrial environments

• Strong experience in CAPEX procurement, tender management, and contract negotiation

• Knowledge of FIDIC/NEC contracts, BoQ, and variation order management

• Strong stakeholder management, negotiation, and analytical skills

• Familiar with ERP systems and procurement best practices
