Senior/ Procurement Executive (Property Management)
Job Responsibilities
- Streamline, lead and manage end-to-end procurement activities for properties under management, including quotations, tenders, term contracts, and major maintenance works
- Ensure all procurement processes comply with company policies, MCST by-laws, and relevant regulatory requirements
- Prepare tender documents, evaluation criteria, comparison tables, and recommendation reports for management and council approval
- Negotiate pricing, contract terms, and service levels with vendors and contractors to achieve cost efficiency and service quality
- Manage vendor and contractor performance, including periodic reviews, issue resolution, and contract renewals
- Maintain and review the approved vendor and contractor database
- Work closely with Property Managers, Site Teams, Finance, and Management Councils to understand procurement needs and timelines
- Provide procurement advice and governance guidance to internal stakeholders and Management Councils
- Ensure proper documentation, audit trails, and records are maintained for all procurement activities
- Support internal and external audits and address audit findings
- Guide and support junior procurement staff where applicable
Job Requirements
- Diploma or Degree in Procurement, Supply Chain Management, Business Administration, or related field
Minimum 5-8 years of relevant procurement experience, preferably in property management, facilities management, or managing agent environment - Strong experience in handling tenders, term contracts, and major works procurement
- Familiarity with MCST operations, council requirements, and estate management practices will be advantageous
- Knowledge of estate-related contracts such as M&E, lift, fire protection, cleaning, and security services
