Job Description

JOB PURPOSE

.The Senior Nurse Manager (SNM) provides senior nursing leadership,strategic oversight, and clinical governance across multiple wards or service areas to ensure the delivery of safe, high-quality, patient-centred care.

.The role is responsible for driving nursing operational excellence, workforce performance, regulatory compliance, quality improvement and patient safety outcomes across the facility.

.The SNM serves as a key member of the nursing leadership team, supporting organisational strategy, service development and transformation initiatives.

.The role provides oversight to Nurse Managers and frontline leaders,ensuring consistent implementation of clinical standards, policies, and professional practice frameworks.

.The SNM plays a critical role in incident oversight, escalation management, staff capability building and leadership pipeline development.

.Acts as the Head of Nursing (HON) delegate in the absence of senior nursing leadership to ensure continuity of care delivery and operational stability.

. Works closely with senior management, medical teams, allied healthprofessionals and operational leaders to align nursing services withorganisational goals.

SCOPE AND RANGE

Clinical Leadership & Service Oversight

The Senior Nurse Manager is accountable for overarching clinical standards and service quality by:

.Providing senior leadership oversight & management across multiple wards or nursing cubicles

.Ensuring consistent delivery of safe, evidence-based and person-centred nursing care

.Overseeing adherence to nursing protocols, care pathways and Standard Operating Procedures (SOPs)

.Conducting senior leadership ward rounds and safety walkabouts

.Supporting complex case management and escalation processes

.Ensuring effective clinical governance structures are implemented and maintained

.Leading high-risk patient safety programmes (falls prevention, pressure injury prevention, MDRO management, tracheostomy care, wound care programmes, etc.)

.Providing senior clinical leadership during emergencies, outbreaks and critical incidents

.Leading facility-wide clinical improvement initiatives and transformation projects

.Supporting Nurse Managers in managing deteriorating patient situations

StaffLeadership, Performance & Workforce Development

The Senior Nurse Manager leads nursing workforce performance and leadership development by:

.Providing leadership oversight to Nurse Managers, Assistant Nurse Managers and Overall-in-charge (OIC) teams

.Ensuring leadership capability development and succession planning

.Reviewing workforce deployment strategies and manpower optimisation

.Overseeing staff performance management frameworks and leadership appraisal outcomes

.Supporting complex disciplinary and performance management cases in collaboration with HR

.Promoting a culture of professionalism, accountability and ethical practice

.Driving leadership competency development programmes

.Supporting mentoring and coaching frameworks for emerging nurse leaders

.Strengthening staff engagement and retention strategies

Quality, Patient Safety &Clinical Governance

The Senior Nurse Manager is responsible for driving organisation-wide quality and safety performance by:

.Leading facility-level quality improvement programmes aligned with organisational KPIs

.Overseeing clinical audit programmes including medication safety, falls prevention, infection control and documentation compliance

.Reviewing incident trends and leading high-risk case reviews

.Approving and overseeing Root Cause Analysis (RCA) processes and improvement plans

.Ensuring implementation of corrective and preventive actions

.Monitoring patient safety indicators and reporting outcomes to senior management

.Promoting a strong safety culture and just culture principles

.Driving evidence-based practice adoption across nursing services

.Tracking improvement outcomes and reporting progress to management committees

.Collaborating with multidisciplinary teams to lead continuous improvement initiatives

Resource & Manpower Coordination

The Senior Nurse Manager ensures effective resource and manpower stewardship by:

.Providing strategic oversight of manpower planning and deployment frameworks

.Ensuring safe nurse-to-patient ratios and optimal skill mix across services

.Reviewing roster efficiency, overtime utilisation and workforce productivity

.Supporting leave planning governance and manpower continuity planning

.Overseeing locum and agency workforce governance frameworks

.Ensuring staff wellbeing and workload sustainability

.Supporting cost-efficient resource utilisation and budget stewardship

.Overseeing ward operational readiness and equipment utilisation

Regulatory Compliance, Accreditation& Audits

The Senior Nurse Manager ensures organisational compliance with regulatory requirements by:

.Ensuring alignment with Hospital to Home (HHOM) programme requirements, Ministry of Health (MOH) licensing conditions and Singapore Nursing Board (SNB) professional standards

.Leading regulatory inspection readiness and accreditation preparation

.Overseeing implementation of organisational clinical governance frameworks

.Ensuring compliance with policies, SOPs and professional practice standards

.Leading internal and external audit preparation and response

.Reviewing compliance gaps and directing corrective action plans

.Ensuring documentation readiness for regulatory reporting

.Overseeing infection prevention and control governance

.Supporting licensing renewal exercises and accreditation programmes

.Reviewing performance and compliance dashboards

Administrative Reporting & Stakeholder Engagement

The Senior Nurse Manager provides leadership oversight in reporting and stakeholder coordination by:

.Reviewing nursing operational performance reports and dashboards

. Monitoring clinical documentation quality and compliance outcomes

.Overseeing incident reporting accuracy and regulatory submissions

.Reviewing staff competency tracking and training compliance

.Representing nursing services in senior management meetings and committees

.Collaborating with Medical, Allied Health, Operations and HR leadership teams

.Supporting cross-functional programme implementation

Systems, DigitalHealth & ServiceTransformation

The Senior Nurse Manager is responsible for:

.Aligning nursing workforce models with continuum of care strategies

.Leading clinical workflow optimisation initiatives

.Supporting digital health adoption and documentation optimisation

.Managing escalated clinical and operational issues

.Supporting organisational transformation and service redesign projects

.Ensuring compliance with governance frameworks, Personal Data Protection Act (PDPA) requirements and digital documentation standards

.Performing additional leadership duties as assigned by seniormanagement

SYSTEM AND EQUIPMENT

The Senior Nurse Manager is expected to:

.Oversee nursing performance metrics and data reportingaccuracy

.Ensure effective utilisation of clinical and operational IT systems

.Demonstrate strong proficiency in Microsoft Office (Word, Excel,PowerPoint, Outlook) and healthcare information systems

.Utilise digital dashboards and analytics tools to support performance monitoring and manpower planning

ESSENTIALKNOWLEDGE SKILLS AND EXPERIENCE

Clinical and Community Care:

.Strong senior clinical background in medical-surgical, aged care and chronic disease management

.In-depth understanding of Transitional Care Facility (TCF), community care or long-term care operations

.Strong knowledge of infection control, falls prevention, woundmanagement and patient safety frameworks

.Familiarity with national healthcare priorities and MOH regulatory requirements

Preferably experience in:

. Acute hospitals

. Community hospitals

. Nursing homes / long-term care facilities

. Transitional Care Facilities (TCFs)

Leadership &Management Competencies

.Proven senior leadership and people management capabilities

.Strong stakeholder management and professional communication skills

.Experience in change management and service transformation leadership

QUALIFICATION

. Possess a Registered Nursing Certificate

. Registered with Singapore Nursing Board

. Bachelor's Degree in Nursing or Healthcare-related discipline

. Post-basic or Advanced Diploma in Medical, Geriatrics, Palliative Care or relevant specialty

. Leadership or healthcare management certification

. Possess up-to-date Basic Cardia Life Support (BCLS) + Automated External Defibrillator (AED) Certificate.

. Must be able to work 12-hours shift, occasional weekends, nightshifts and public holidays monthly.

. Willing to go on rotational on-call roster weekly.
