The Role

Senior Manager, Training & Learning Section, IT&T

The Industry Training and Transformation (IT&T) Department is part of NTUC's Training and Transformation Group that supports companies in workforce and workplace training and business transformation.

The Training & Learning Section sits within the Development branch of IT&T and provides training and learning support for our Industry Training Officers (ITO) as part of their professional development.

This role builds and strengthens the capabilities of Industry Training Officers (ITOs) to effectively support companies and workers in business and workforce transformation. The role focuses on equipping ITOs with competencies in AI advisory, AIinfused Operational Technology Roadmap (OTR) facilitation, job redesign, and sectoral transformation, through structured frameworks, playbooks, training, and tools. This role will report into the Deputy Director, Development branch, IT&T.

Key responsibilities include developing capabilitybuilding programmes, competency frameworks and facilitation guides. The role supports ITOs in building necessary capabilities to provide quality advisory, consultancy, facilitation and coordination when supporting companies in business and workforce transformation.

Key Responsibilities

1. Lead Capability Development for ITOs in AI and Transformation Advisory

  • Design and implement structured capabilitybuilding programmes to equip ITOs with competencies in AI advisory, AIinfused Operations Technology Roadmap facilitation, job redesign, and sectoral transformation.
  • Develop and maintain competency frameworks, learning pathways, facilitation guides to ensure consistent and highquality transformation advisory and facilitation across ITOs.

2. Strengthen OntheJob Learning and Applied Capability Building

  • Refine and oversee the execution of OntheJob Training (OJT) framework for new and existing ITOs.
  • Guide ITOs through case clinics, peer learning, coaching, and guided facilitation, particularly for guiding new ITOs, AI and more complex transformation projects.

3. Drive Continuous Learning, Knowledge Management and BestPractice Sharing

  • Lead the curation and governance of ITO learning resources and knowledge repositories, ensuring insights from engagements, OTRs, and sector work are systematically captured and shared.
  • Plan and deliver departmentwide learning platforms (e.g. Learning Days, workshops, virtual sessions) to continuously uplift ITO capabilities in line with evolving transformation priorities.

4. Collaborate with Internal and External Stakeholders to Enable Capability Uplift

  • Work closely with internal teams and external partners to align learning content, tools, and advisory approaches.
  • Support crosstraining and integration efforts to ensure ITO capability development is aligned with broader NTUC transformation initiatives and sectoral strategies.

5. Drive and Manage Internal Transformation and AI Initiatives

  • To enhance departmental operational efficiency and enable datadriven insights, including the development and implementation of CRM and AI tools.

Qualifications and Competencies

Education & Experience:

  • At least 15 years of working experience, preferably in building practitioner capabilities in workforce and business transformation, including AI advisory, job redesign, and sectoral transformation, with a strong track record in developing scalable learning frameworks and tools.
  • Experience in engaging companies, TACs, or government-linked programmes is advantageous.

Core Competencies/Skills:

  • Strategic thinker, analytical, self-driven and results oriented.
  • Strong consultative and stakeholder engagement skills. Ability to connect enterprise issues with workforce solutions.
  • Excellent communication and presentation abilities. Able to communicate and present to individuals at all levels.
  • Able to work independently as well as in a team.
  • Able to make sense out of information and data received from multiple sources.
