Duties & Responsibilities
1. Job Overview
The Quality and Safety Manager (Civil) is a pivotal dual-role position responsible for ensuring the organization's strict adherence to the Civil Aviation Authority of Singapore (CAAS) regulations and all other applicable aviation safety standards. This individual serves as the formal postholder for both Quality and Safety, providing independent oversight of all maintenance, technical records tasked with maintaining and continuously improving the Organization's Repair Station and Quality Control Manual (RSQCM), Maintenance Organisation Exposition (MOE), and Safety Management System (SMS).
2. Key Duties & Responsibilities
The successful candidate's duties are defined in detail within the organization's mandated manuals. Key responsibilities, training, and operational activities. The Manager is include, but are not limited to:
A. As Quality Manager (Civil) - (Refer to RSQCM & MOE):
Manage, administer, and continuously review the organization's RSQCM and MOE to ensure compliance with CAAS Part 145 / Part M requirements.
Oversee the Technical Records system to ensure the completeness, accuracy, and secure storage of all aircraft continuing airworthiness records, work packs, and compliance data in accordance with regulatory requirements.
Plan, schedule, and manage the internal audit program to verify compliance with the MOE, RSQCM, and all regulatory requirements.
Manage the external audit process, including liaising with CAAS and other regulatory bodies or customers.
Oversee the company's technical library, ensuring all mandatory Airworthiness Directives (ADs), Service Bulletins (SBs), Maintenance Manuals, and other approved data are current, available, and controlled.
Monitor and ensure all contracted maintenance providers are approved and their work is audited to the required standard.
Manage the Quality Monitoring function, including the monitoring of all maintenance activities, facilities, and equipment.
Establish and manage a non-conformance and corrective action preventive action (CAPA) system to address any findings from audits, inspections, or reported incidents.
Establish, oversee, and audit the initial and recurrent training requirements for all technical personnel, ensuring compliance with the MOE and regulatory standards.
Ensure all technical staff are adequately trained, licensed, and competent for their assigned tasks.
Maintain the authority to ground aircraft and halt maintenance activities in the interest of safety and quality.
Report directly to the Accountable Manager on the performance of the Quality System and any significant issues affecting airworthiness.

C. Delegation of Duties:
As per organizational policy, the Quality Manager (Civil) may delegate specific duties to a nominated deputy (designee). However, such delegation does not absolve the Manager of the overall responsibility for the effective performance of the Quality and Safety systems. The appointed designee shall assume all duties during the Manager's absence.
D. Operational Flexibility and Task Assignment:
To ensure the optimal functioning and strategic development of the Quality and Safety Department, the Head of Department (HOD) for Safety and Quality retains the right to assign additional duties and delegate specific tasks to the Quality and Safety Manager.
