Job Description

Join SingHealth's Office of Digital Strategy (ODS) and play a meaningful role in shaping the future of healthcare through digital transformation and artificial intelligence (AI). As part of Singapore's largest public healthcare cluster, ODS drives the strategic direction of digital health initiatives that impact patients, clinicians, and communities across the ecosystem. This is an opportunity to work at the intersection of healthcare, technology, and strategy, contributing to initiatives that matter.

We are seeking a Senior Manager to lead the planning and delivery of digital health and AI literacy programmes across SingHealth. The role encompasses the development of competency frameworks, manage strategic partnerships, and oversee programme governance to ensure our workforce is ready for the demands of a rapidly evolving digital health landscape.

What You Will Do:

At the heart of this role is building a digitally capable workforce. You will be part of the team that oversees the development of digital and AI competency frameworks and learning curricula aligned with SingHealth's digital health strategy, ensuring that programmes are grounded in evidence-based adult learning methodologies. You will curate learning content, establish quality assurance processes, and track learning outcomes and digital adoption metrics. Drawing on technology trends, stakeholder feedback, and industry best practices, you will continuously enhance programme content to keep it relevant and impactful.

Beyond curriculum development, you will coordinate cross-institutional collaborations across SingHealth entities to implement digital literacy initiatives at scale. This includes establishing and managing strategic partnerships with external training providers, academic institutions, and government agencies, as well as facilitating stakeholder engagement to align capability-building efforts with operational needs. You will also support knowledge sharing across institutions through the planning of events, forums, and other innovative platforms.

You will be responsible for budget planning and financial tracking of digital literacy programmes to ensure that resources are used efficiently and initiatives remain cost-effective. Monitoring programme effectiveness and driving continuous improvement will be central to how you measure success in this role.

Job Requirements:

  • Bachelor's degree in Information Technology, Business, Health Informatics, or a People and Organisation-related discipline.
  • Minimum 6 years of experience developing and implementing organisation-wide training and development programmes.
  • Demonstrated track record of establishing and maintaining strategic partnerships with academic institutions, professional bodies, or technology vendors.
  • Strong analytical and critical thinking skills, with the ability to assess complex situations and drive data-informed decisions.
  • Strong project management skills, with the ability to plan and execute programmes whilst meeting objectives and timelines.
  • Familiarity with digital health, healthcare operations, or digital transformation programmes would be advantageous.
