Job Description

The Senior Manager, Learning & Development is a strategic learning leader responsible for driving learning strategy, competency development and capability-building programmes at the business unit level while contributing to enterprise-wide learning culture and workforce development initiatives through the Group L&D Centre of Excellence (COE). The role also serves as the L&D lead for the Defence & Public Security (DPS) Cluster, overseeing cluster-level programme management, advisory and operations.

Key Responsibilities

  • Lead the annual Learning Needs Analysis at business unit and cluster levels, partnering business leaders and HR stakeholders to design and implement integrated learning plans aligned with business priorities and training budgets.
  • Drive the development and governance of functional competency frameworks and skills development pathways at business unit level, and support enterprise-wide competency framework development and governance through the Group L&D COE.
  • Design, deliver and continuously improve customised learning solutions—including curated digital learning—across technical, functional, leadership, compliance and onboarding needs to address business unit and cluster requirements with measurable outcomes.
  • Plan, manage and evaluate all people development programmes (orientation, mandatory training, sponsorships, funded programmes, e-learning) at business unit and cluster levels; monitor utilisation, secure funding support and provide timely management reporting.
  • Provide trusted advisory support to leaders, managers and HR stakeholders at business unit, cluster and Group levels on learning strategy, capability development, programme effectiveness and skills transformation.
  • Partner with Learning Administration / shared services teams and external providers across business unit and cluster to ensure efficient programme operations, accurate records and high internal customer satisfaction.
  • Partner the Group L&D COE to develop, plan and deliver group-wide learning, leadership and workforce development initiatives that build a strong learning culture, support strategic workforce development and align with enterprise transformation priorities.
  • Champion the adoption and implementation of learning technologies and digital solutions across the enterprise, including stakeholder engagement, communications and change management to embed new ways of learning effectively.
  • Proactively research, evaluate and adopt emerging L&D and industry best practices—including funding schemes from IHLs, WSG/SSG and the technology sector—to drive innovation and programme relevance.

Requirements

Education

  • Bachelor's degree in Human Resources, Business Administration, Organisational Development, Psychology, Education or a related discipline.
  • Professional qualifications in Human Resource Development and WSQ ACTA / ACLP certification are advantageous.

Experience

  • At least 10 years of relevant experience in Learning & Development, Talent Development or Organisational Development, preferably in a complex corporate or technology-enabled environment.
  • Proven track record in designing and implementing business-unit or enterprise learning strategies, leading cross-functional initiatives and influencing senior stakeholders.
  • Hands-on experience in competency framework design, change management, digital learning, programme governance and use of learning data/analytics.

Skills & Competencies

  • L&D Business Partnering – Ability to translate business priorities into learning and capability-building strategies; credibility to advise and influence senior leaders and collaborate across HR and business teams.
  • Competency & Skills Framework Design – Experience in developing, maintaining and applying competency frameworks, proficiency matrices, development pathways and skills gap analyses.
  • Programme Design & Facilitation – Expertise in designing, curating and evaluating blended learning interventions with strong facilitation and adult learning capability.
  • Change Management – Ability to lead stakeholder engagement, communication and adoption activities for new learning platforms, frameworks and transformation initiatives.
  • Digital Learning & Learning Technologies – Familiarity with LMS platforms (e.g., SuccessFactors), LinkedIn Learning, and digital learning solutions to scale impact.
  • Project, Vendor & Budget Management – Strong planning, project management and vendor oversight skills, including budgeting, governance and quality control.
  • Data Analytics & Measurement – Ability to interpret learning data, evaluate programme effectiveness, track utilisation/ROI and generate actionable management insights.
  • Communication & Influence – Excellent written, verbal and presentation skills with the ability to simplify complex ideas, build alignment and drive decisions.
  • Personal Effectiveness – Self-driven, adaptable and resilient, with sound judgement, professionalism and strong problem-solving skills.
