You will be part of the Corporate Development Division at KidSTART Singapore Ltd. (KSL), responsible for delivering a comprehensive range of HR services across the entire employee lifecycle from recruitment and payroll to performance management and learning and development to meet the organisation's manpower needs.
In this role as Senior Manager / Manager, Learning and Development, you will lead the development and execution of strategies that strengthen organisational capabilities and foster career growth. Your focus will be on driving competency-based frameworks, professional development initiatives, and corporate learning programmes to build a future-ready workforce.
Key Responsibilities:
- Develop, review, and implement competency frameworks and assessments to guide staff development. Drive the creation of competency-driven career management systems, including training roadmaps and career pathways. Partner with stakeholders to manage change and ensure successful implementation of competency and career initiatives.
- Lead the implementation of career development programmes such as sponsorship schemes, internships, and scholarships to nurture talent and support long-term growth.
- Conduct regular reviews of HR and related policies, and perform benchmarking studies with external agencies to identify best practices and enhance learning and development strategies.
- Oversee corporate-wide training programmes and deliver in-house induction sessions.
- Manage the Learning Management System, including training administration, logistics, budget tracking, and grants management to ensure efficient operations.
- Evaluate learning initiatives and programmes, track key performance indicators, and provide insights to stakeholders to drive continuous improvement.
- Oversee the annual declarations exercise and manage the Code of Conduct policy to maintain relevance and ensure compliance across the organisation.
- Support the Corporate Development Division in managing the KSL Intranet to enhance internal communication and knowledge sharing.
Qualifications/Competencies
- Minimum of 8 years of relevant experience in Human Resource management, with a strong focus on Learning and Development.
- Preferably a Degree in Human Resource, Psychology, Business or related disciplines. Equivalent experience in HR and Learning & Development will be considered.
- Familiarity with public sector HR policies is advantageous.
- Proficiency in Microsoft Office applications (Word,PowerPoint, Outlook, Excel).

- Strong communication skills, both written and verbal, with the ability to engage effectively across all levels of the organization.
