Role Overview
We are looking for a Senior Manager to lead the Data, Technology, and Systems function within IMDA. This role is responsible for driving the development, implementation, and optimisation of data management systems, technology platforms, and digital tools to support national digital engagement and adoption initiatives. You will ensure that data systems are aligned with programme goals, fostering data-driven decision-making, enhancing performance, and supporting seamless programme delivery. You will advise the Assistant Director on system-level risks, trade-offs, and improvement opportunities.

[What you will be working on]

Responsibilities:

DataManagement & Strategy

  • Lead the development and execution ofdatamanagement strategies to ensure thatdatasystems are integrated, accessible, and aligned with programme needs.
  • Oversee the implementation ofdatastandards, ensuring the integrity, accuracy, and security ofdataacross all digital engagement initiatives.
  • Establishprocesses fordatacollection, management, and reporting that enable real-time performance tracking and informed decision-making.
  • Analyse largedatasets to provide insights that help shape strategic programme development and improvement.

TechnologyPlatform Management & Optimisation

  • Oversee the development, integration, and optimisation of CRM platforms, digital tools, and other enterprise systems that support programme delivery, including engagement tracking, reporting, anddata-driven decision-making.
  • Ensure the seamless integration ofnew technologiesto enhance programme efficiency and performance.
  • Collaborate with internal and external stakeholders toidentifyand implementtechnologysolutions that drive innovation and improve programme delivery outcomes.

Governance & Compliance

  • Ensure compliance withdatagovernance frameworks, privacy regulations, and internal policies governingdatausage, storage, and protection.
  • Implement risk management strategies to mitigate any risks related todata, systems, andtechnology.

Performance Monitoring & Reporting

  • Develop systems for tracking the performance oftechnologyplatforms, ensuring that they meet programme needs and deliver value.
  • Lead the monitoring and evaluation of system effectiveness,identifyingareas for improvement and ensuring continuous optimisation.
  • Provide regular reports and insights to senior leadership on the performance and impact ofdatasystems andtechnologyplatforms.

Team Leadership & Development

  • Lead and mentor the team ofdata,technology, and systems professionals, ensuring effective collaboration and alignment with programme goals.
  • Foster a culture of innovation, accountability, and continuous learning within the team.
  • Provide coaching, training, and development opportunities to enhance team capabilities indatamanagement,technologyimplementation, and system optimisation.

[What we are looking for]

Requirements

  • At least 7-10 years of experience indatamanagement,technologysystems, or digital programme delivery, with a minimum of 3 years in a leadership role.
  • Strong experience in managing CRM platforms, enterprise systems, andtechnologysolutions for large-scale digital programmes.
  • Proven ability to drivetechnologyadoption and optimisedatamanagement processes.
  • Solid understanding ofdatagovernance, security, and privacy regulations.
  • Strong leadership and interpersonal skills, with the ability to engage senior stakeholders and manage cross-functional teams.
  • Excellent problem-solving, analytical, and decision-making abilities.
