[What the role is]
Primary Objectives
- Establish and review the data management policies, processes and procedures to ensure the security and quality of data collected and generated;
- Assist in the development and maintenance of the Data Systems;
- Prepare data for data analytics and visualization purposes, and conduct statistical analysis to better understand the operations and identify opportunities for improvement using programming tools/coding; and
- Guide PA officers in collecting, processing and analysing the PA data.
[What you will be working on]
Key duties and responsibilities that need to be performed to meet the primary objectives of the job.
- Establishes and reviews the data management policies, processes and procedures to ensure the security and quality of data collected and generated.
- Assists in the review of data architecture and maintenance of related documents.
- Assists in the development of Data Systems, including gathering and documentation of users requirements, preparing procurement documents, and performing UATs, etc.
- Assists in the maintenance of the Data Systems, including liaising with vendors to resolve system and data issues, and providing vendor the users requirements to upgrade system capabilities.
- Identifies new datasets needed for PA outreach and engagement, and develops interfaces to bring the datasets into PADNA.
- Conducts statistical analysis to better understand the operations and identify opportunities for improvement.
- Prepares datasets including data cleansing and masking for analytics and visualization purposes.

Other ad-hoc duties not covered under main responsibilities and duties.
- Assists in PA major events and participates in ad hoc working committees
- Performs any other duties assigned by the senior officer
Knowledge & Skills
Minimum - Three years of working experience in managing big data, conducting statistical analysis or performing data analytics.
Desired - Five years of working experience in managing big data, conducting statistical analysis or performing data analytics, with working experience in social and community development sectors.
- Good leadership, analytical and communication skills.
- Good knowledge in data management/data science platform, statistical software, geospatial and data visualization tools.

Successful candidates will be given a 3-year contract.
