Job Description

We're looking for Senior M&E Quantity Surveyor to manage cost control, procurement and commercial aspects of mechanical & electrical works on large-scale infrastructure and real estate projects. The role suits candidates with strong consultancy background and at least seven years experience in construction cost management.

Key Responsibilities

  • Prepare and review M&E bills of quantities (BOQs), cost estimates, budgets and cashflow forecasts.
  • Produce and evaluate M&E tender documents, bids and subcontractor quotations; conduct pre-tender cost planning.
  • Manage procurement and vendor evaluation for M&E packages; prepare commercial recommendations.
  • Administer contracts, variations, claims, interim valuations and final accounts for M&E works.
  • Monitor project cost performance, identify risks and advise on cost mitigation measures.
  • Value subcontractor progress claims and prepare payment certificates.
  • Support commercial negotiations, change order assessments and dispute resolution.
  • Maintain accurate cost records, produce regular cost reports and update client/PM team on budget status.
  • Liaise with design, procurement, construction and client teams to ensure cost-effective solutions and compliance with specifications.
  • Ensure adherence to contract terms, company procedures and relevant standards.

Qualifications & Experience

  • Bachelor's degree in Quantity Surveying, Cost Management, Construction, Engineering, or related field. Master's degree or professional qualification (e.g., RICS, CIOB) is a plus.
  • Minimum 7 years experience in cost management, quantity surveying or commercial roles on construction projects. Experience as cost manager, construction manager, procurement/project manager, vendor or consultant is acceptable.
  • Proven experience on large-scale infrastructure and real estate projects; strong consultancy experience preferred.
  • Solid knowledge of M&E systems and scope (HVAC, plumbing, fire protection, power distribution, lighting, lifts, BMS, etc.).
  • Proficient in preparing BOQs, cost estimates, variation assessments, and final accounts.
  • Familiar with standard form contracts (FIDIC, NEC, JCT, local forms) and commercial management procedures.
  • Strong numerical, analytical and negotiation skills.
  • Proficient with MS Office; experience with cost/estimating software (e.g., CostX, QS Plus, Candy) and BIM-aware workflows is advantageous.
  • Excellent communication and stakeholder management skills; able to work under pressure and meet deadlines.
  • Willingness to travel to project sites as required.
