Provide strategic leadership for the HSE&C agenda across RPTAP Trading and global bp Shipping, offering functional support across Health, Safety, Crisis & Continuity Management (C&CM), Security, ESG, and Risk disciplines.
Maintain a robust HSE management system to ensure compliance with process safety regulations and Operational Management System (OMS) requirements.
Lead ORC meetings and ensure alignment with ST&S ORC processes and expectations.

Lead the risk management agenda for RPTAP Trading and bp Shipping, in collaboration with the Risk and Technical Teams, supporting the identification, quantification, and mitigation of risks.
Work across RPTAP Trading and bp Shipping interfaces to uphold ownership and performance of critical risk barriers.
Provide HSE leadership and strategic oversight for Shipping Self-Verification, ensuring compliance and continuous improvement in safety performance across shipping operations, dry docking, and shipyard activities, while promoting and monitoring the strength of safety barriers across RPTAP Trading and bp Shipping, intervening where necessary to mitigate risk and enhance safety outcomes.
Play a key role in Crisis exercises and license to operate shipping drills. For example, Safety lead or Regulatory lead.
Represent bp Shipping in industry forums to identify and implement best practices.
As a Senior Learning Lead (SLL), oversee the OMS 2.4 learning agenda via delegation to the Investigation and Learning Lead, ensuring consistent sharing of learnings and best practices across bp Shipping.
Deliver guidance and support for contractor safety management across bp Shipping operations.
Uphold ethical standards in occupational health, including medical confidentiality, health record maintenance, and protection of health data.
Collaborate with ST&S HSE Leadership and teams, central HSE&C teams and other key stakeholders to deliver a consistent and integrated HSE risk management approach for RPTAP Trading and bp Shipping.
Own the overall Shipping MoC process, with focus on organizational changes
Develop, implement, and monitor marine operational safety programmes and support contractor safety management throughout maintenance projects.
Advise senior leadership on HSE strategy, setting strategic direction for RPTAP Trading and bp Shipping operations and driving continuous improvement.
Developing and maintaining the bp shipping cost budget for HSE, liaising with Fleet leadership and finance and accountable for budget for performance.
Responsible for all aspects of HSE management for the Singapore office including regulatory requirements.
Requirement
Degree in safety, science, engineering or related discipline, or demonstrated experience, NEBOSH Diploma or equivalent or working towards.
Registered capability with IOSH or equivalent CMIOSH
10-15 years track record of deep and proven leadership experience in Operations and Health, Safety & Environment (HSE).
Demonstrated track record of effective, empathetic and ethical leadership.
Technically sound in process risk hazards for both shipping and trading. Highly capable understanding of hydrocarbon and future energy risks Ammonia, methanol and hydrogen.
In-depth understanding of:
Risk management of Shipping operational risks and 3rd party shipping managed risks
Risk management of safety and operational exposure risks across the integrated value chain relating to trading activities including 3rd parties, NOJVs and deal assurance.
Personal and process safety - All aspects of HSE, including health, environmental, CC&M, Security, Risk.
Crisis management and emergency response ability to inspire and influence teams across diverse functions. Ability to leads HSE area at license to operate drills.
A strong understanding of security risks for global shipping activities and the mitigating functions, activities and governance.
Proven capability to drive HSE programmes and initiatives throughout the business
Skilled in building networks to enhance organisational effectiveness and knowledge sharing.
Excellent communication skills with the ability to deliver a compelling, coherent HSE message to varied audiences.
In-depth knowledge of: o Operating procedures implementation o Management of change o Incident management o Control of work Human Performance
Familiarity with internationally recognized health and safety management standards and industry guidance.
Desirable Criteria:
CSP or IOSH membership - Chartered or working towards.
Experience in developing and administering management systems compliant with external codes and standards such as the families of ISO 9000 and ISO 14000 standards.
Understanding of a Trading, Shipping or Marine organisation and operations
