Job Description

The Human Resource Executive is responsible for managing and execute human resource operations

that support manpower planning, recruitment, employee welfare, and compliance across the company's

integrated construction, mechanical, electrical, and maintenance divisions.

The role ensures alignment with Singapore's statutory requirements (MOM) and company policies to

maintain a productive, compliant, and engaged workforce.

Key Responsibilities:

1. Recruitment & Onboarding

  • . Manage end-to-end recruitment for both local and office team, including job advertisements, shortlisting, interviews, and hiring administration.
  • . Handle work pass applications, renewals, and cancellations (WP, S Pass, EP) through MOM's
  • . EP Online system.
  • . Liaise with recruitment agencies and ensure timely deployment of operation site and office personnel.
  • . Maintain and update manpower list, project manpower allocation, and organization charts.

2. HR Administration & Employee Record

  • . Maintain and update personnel files, employment contracts, and employee databases in Opensoft (digital and hardcopy).
  • . Administer employee benefits (leave, insurance, medical, claims).
  • . Ensure compliance with PDPA and company confidentiality standards.
  • Prepare HR-related letters (confirmation, transfer, promotion, warning, termination).

3. Performance Management

  • . Support the annual performance appraisal process, ensuring timely submission and proper
  • documentation.
  • . Maintain KPI and evaluation records for management review
  • . Assist in preparing performance-based reports for promotion, bonus or increment
  • . recommendations from respective dept.

4. Employee Relations & Welfare

  • . Handle employee inquiries, grievances, and disciplinary issues in a fair and timely manner.
  • . Organize employee engagement and welfare activities (e.g., annual dinner, festive events,
  • . long service awards).
  • . Foster positive work culture and support management in enforcing HR policies.

5. Statutory Compliance & Reporting

  • Ensure compliance with MOM and ICA regulations for local and foreign employees.
  • . Maintain proper documentation for audits (MOM inspections, ISO, internal HR audit).
  • . Assist in preparation of HR reports, such as headcount, turnover, absenteeism, and manpowervcosts

6. Foreign Worker Administration (Construction-Specific)

  • . Handle IPA issuance, renewal, and repatriation of foreign workers.
  • . Coordinate with Dormitory operators, Safety officers, and Site Admin on foreign worker housing and welfare.
  • . Manage worker insurance, medical check-ups, and security bond compliance.

7. HR Policy & System Improvement

  • . Assist in reviewing and updating HR policies, SOPs, and employee handbooks.
  • . Ensure update in HR digital systems (e-Leave, e-Claim, e-Attendance).
  • . Participate in company-wide ISO audits and process improvements.

8. Coordination & Support

  • Collaborate closely with Finance, IT, Safety, and Project teams to align HR processes with
    operational needs.
  • Provide HR support to site and office for manpower request and manpower transfers between divisions

Mandatory Requirement (Qualifications / Experience / Knowledge / Skill set / Etc)

  • Recognized degree in Diploma / Degree in Human Resource Management, Business
  • Administration or equivalent
  • . Minimum 2 4 years of HR experience, preferably in construction, M&E or engineering industries.
  • . Familiar with MOM regulations, Work Pass procedure, foreign manpower management
  • . Strong understanding of HR operations and compliance.
  • . Proficient in Microsoft Office, HRIS - Opensoft software and data management.
  • . Good knowledge of Employment Act, Workplace Safety & Health (WSH), and ISO
  • documentation.
  • . Strong communication, interpersonal skills
  • . Good leadership skill will be an advantage
  • . High integrity, attention to detail and ability to work independently under pressure.

Additional Requirement
Exposure to digital construction tools or innovation in construction technologies.

Working Location : West Zone
Working Hours : 5.5 Working Days
: Monday to Friday 8.30am to 12.30pm
: Saturday 8.30am to 12.30pm
