The Senior HR Executive (Workers) oversees end-to-end HR operations for construction workers, ensuring MOM compliance, effective workforce deployment, accurate payroll processing, and timely resolution of worker-related matters across sites and dormitories. The role also provides operational leadership and coordination across supervisors, PMs, dormitory operators, and internal stakeholders.
Worker Recruitment & Deployment
- Support PDs and PMs on manpower planning and worker recruitment.
- Prepare salary proposals, employment offers, onboarding, and site deployment.
- Coordinate worker transportation, site allocation, and recruitment agents.
- Monitor work pass applications, issuance, renewals, and quota status.
Worker Payroll Administration
- Oversee worker payroll processing across assigned sites
- Verify payroll calculations based on work cards and attendance records.
- Ensure accuracy, compliance, and timely payroll submission, including statutory requirements.
HR Operations & Compliance
- Maintain and update worker records in Infotech and MOM portals (OFWAS / WP Online). Manage worker transfers, site changes, and status updates.
- Prepare MOM surveys, CoreTrade updates, and statutory submissions.
- Maintain quota tracking and worker operational records.
- Support other worker HR operations and administrative matters when required.
Worker Records & Exit Management
- Coordinate worker exits, handovers, and work pass cancellations.
Dormitory & Welfare Management
- Manage worker dormitory allocation, check-in/out, and transfers.
- Liaise with dormitory operators and site teams on accommodation, welfare, and dispute matters.
- Maintain dormitory records, invoices, and monthly costing updates.
Conduct, Performance & Employee Relations
- Handle worker misconduct, disciplinary actions, and performance issues.
- Support supervisors and project teams on worker performance and workplace issues.
- Manage worker welfare and crisis cases (e.g., hospitalization, police matters, NOK).
Job Requirements:-
- Posses Bachelor in Human Resource or any related field. Professional HR certifications would be an added advantage
- 4-5 years experience in HR operations, preferably in construction or worker management. MOM regulations, work pass and quota management
- Worker documentation and compliance tracking HR systems (e.g. Infotech) and data accuracy
- Basic worker payroll coordination
- Able to work independently and manage sensitive matters professionally
- Firm, fair, and consistent in handling worker matters
- Strong stakeholder coordination skills (sites, dormitory operators, vendors)
