Job Scope

  • Oversee the full finance and accounting function, including full-set accounts, month-end and year-end closing, statutory financial statements and management reporting.
  • Prepare company and project financial reports, providing clear analysis of margins, budget variances, cost trends and financial risks.
  • Ensure appropriate accounting for contract revenue, contract assets and liabilities, leases, fixed assets, accruals and provisions in accordance with applicable Singapore Financial Reporting Standards.
  • Work closely with Project Managers and Quantity Surveyors to maintain accurate job costing, review project budgets and monitor costs to completion.

  • Review subcontractor and supplier claims and coordinate with project teams to meet contractual payment and response deadlines.
  • Manage cash flow forecasting and working capital, including a rolling 13-week cash flow forecast and longer-term funding requirements.
  • Maintain banking relationships and oversee credit facilities, trade financing, performance bonds, banker's guarantees and related financial obligations.
  • Lead annual budgeting and periodic forecasting, and support tender pricing, equipment investment and new business opportunities through financial analysis.
  • Coordinate external audits, corporate tax and GST submissions, statutory filings and financial documentation for contractor registration and tender qualification.
  • Oversee payroll accuracy and statutory payments, including CPF, foreign worker levies and related employment costs.
  • Strengthen internal controls, finance policies and approval processes, and improve accounting systems, reporting tools and workflow automation.
  • Lead and develop the finance and accounts team, ensuring clear responsibilities, accurate work and timely delivery.

Job Requirements

  • Degree in Accountancy, or a related degree supported by a recognised professional accounting qualification.
  • Professional accounting qualification such as CA Singapore, ACCA, CPA Australia, ICAEW or equivalent.
  • At least 8 to 10 years of progressive accounting and finance experience, including at least 3 years in a managerial role leading a team.
  • Experience coordinating external audits and managing Singapore corporate tax and GST compliance.
  • Experience in construction, civil engineering, M&E or other project-based businesses is strongly preferred, particularly in job costing, contract revenue recognition, progress claims and retention accounting.
  • Strong cash flow forecasting and working capital management capabilities. Experience managing banking facilities and performance guarantees is advantageous.
  • Strong Excel skills and proficiency in accounting or ERP systems. Experience implementing system improvements or automating finance processes is an advantage.
  • Experience overseeing payroll for a sizeable workforce, including foreign worker levies and work-pass costs, is preferred.
  • Strong analytical ability, sound judgement and high integrity, with the ability to explain financial matters clearly to management and operational teams.
  • Comfortable working in a lean SME environment, balancing day-to-day accounting responsibilities with team leadership and commercial advice.
  • Prior experience with a Big Four or mid-tier audit firm, particularly involving construction or engineering clients, is an advantage.
