This role oversees and provides supervisory guidance to subordinate/s to ensure smooth running of budget, governance and reporting related functions to support the Bureau's operations.
What You Will Be Working On
Budgeting and cashflow management
- Lead the coordination and submission of annual operating and development budget proposals in accordance with MHA requirements and MOF timelines.
- Monitor budget utilisation and cashflow positions and provide timely management reports (monthly and yearly), forecasts and variance analyses to support informed decision making.
- Work closely with HR and internal stakeholders to oversee manpower and operating expenditure, ensuring effective resource planning and control.
Assets - Coordinating with key stakeholders such as project managers, Fixed Asset Liaison Officers (FALOs) and FSSC to maintain accurate asset records and listings
- Lead the annual fixed asset stocktake exercise and prepare the required stocktake reports including right of use (ROU) assets for submission
Governance and Security Administration - Review and streamline Finance SOPs and processes to strengthen governance, internal controls, and operational efficiency
- Perform data analytics using Fi@gov dashboards and system reports (e.g. HR, iLMS, NFS) to ensure compliance with MHA Finance Guidelines and internal policies.
- Review monthly NFS exception reports and follow up on discrepancies or anomalies identified.
Reporting - Coordinate month-end/year-end financial closing activities
- Prepare statutory returns and any finance-related returns as required by the authority agencies.
- Manage debt recovery processes for both in-service officers and ex-officers.
Others- Any other assignments and projects assigned from time to time as part of staff development
What We Are Looking For
The Job Holder should:
- Preferably have a degree in areas of Finance, Accountancy, Business Analytics or Statistics
- Preferably have at least 2 years of finance-related experience
- Preferably be familiar with Government financial procedures and accounting systems (e.g. NFS, SAP)
- Be meticulous, independent, assertive, able to work under pressure, and meet tight deadlines
- Possess critical thinking, analytical, problem-solving and decision-making skills
- Have good interpersonal skills and able to engage and communicate with key stakeholders at all levels
- Able to work well with a team
- Exhibit leadership qualities
- Able to write and communicate effectively at all levels
- IT savvy and competent in Microsoft applications
- Able to adapt to changes and willing to learn new skills
- Have keen interest in emerging digital & technology trends
