Job Description

The Senior Executive, Operations & Project supports the planning, coordination, and delivery of national-level and institutional programmes. The role is responsible for ensuring effective programme implementation through strong operational planning, stakeholder coordination, manpower management, and adherence to governance and quality standards.

The incumbent will work closely with internal teams, government agencies, partners, educators, and service providers to ensure programmes are delivered in a timely, well-governed, and professional manner in accordance with organisational frameworks.

Key Responsibilities

1. Programme and Project Management

  • Support and manage the end-to-end planning and execution of multiple programmes and events, ensuring delivery within approved scope, timelines, and budgets.
  • Coordinate with internal stakeholders and external partners, including government agencies, schools, industry partners, and international collaborators, to ensure clarity of roles and alignment of operational requirements.
  • Oversee the coordination of judges and key stakeholders, ensuring timely provision of judging frameworks, briefing materials, schedules, and related documentation.
  • Identify operational risks and issues, recommend mitigation measures, and support the preparation of post-programme reports outlining outcomes, observations, and areas for improvement.

2. Manpower Planning and Coordination

  • Plan and coordinate manpower requirements, including the recruitment and deployment of part-time staff and volunteers to support programme delivery.
  • Oversee onboarding, briefings, and training sessions to ensure personnel are familiar with programme objectives, operational procedures, and service standards.
  • Develop and manage manpower rosters to ensure adequate operational coverage across registration, logistics, adjudication support, and crowd management functions.
  • Provide on-site supervision and coordination during programme delivery to ensure smooth operations, adherence to procedures, and timely resolution of operational issues.

3. Operations, Logistics, and Vendor Management

  • Coordinate operational planning for venues, equipment, materials, and logistics to ensure operational readiness prior to programme commencement.
  • Support on-site operations during live events, including registration flow management, scoring processes, participant movement, and coordination of ancillary services such as F&B.
  • Manage service providers and vendors in accordance with procurement guidelines, including coordination, performance monitoring, and cost control.

4. Programme Support and Governance

  • Support the coordination of technical briefings, workshops, and webinars involving educators, subject matter experts, and international speakers.
  • Prepare, maintain, and manage programme documentation, including run-sheets, judging rubrics, operational manuals, and confidential materials.
  • Ensure proper documentation, version control, and information governance in line with organisational and MOE-aligned requirements.

Requirements

Qualifications

  • Diploma or Degree in Business Administration, Project Management, Operations Management, Events Management, Education Administration, or related disciplines.

Experience

  • Minimum 35 years of relevant experience in programme operations, project coordination, or large-scale event management.
  • Experience working with public sector agencies, schools, or education-related programmes will be advantageous.
