About Civil Service College:

The Civil Service College (CSC) is a statutory board under the Public Service Division, Prime Minister's Office. We are the central learning institution for the Singapore Public Service and we partner government ministries and agencies to develop people for a first-class public service.

CSC brings together public officers from diverse backgrounds and provides them with opportunities for learning and skills upgrading. Our service-wide networks enable public officers to build capabilities, develop shared ethos and gain deeper perspectives, creating a collaborative environment for dialogue and knowledge sharing. Through our programmes and services, CSC aims to strengthen strategic capacity in governance, leadership, public administration and management for the Singapore Public Service.

What the role is:

As a HR Development Senior Executive, you will play an important role to support the professional growth and career development of CSC officers through performance-led learning and development interventions and development programmes. The role contributes to the policy review, design, delivery and continuous improvement of solutions for staff and our supplementary manpower.

What you will be working on:

  • Execute and refresh policies relating to Associates and Fellows from appointment to rewards.
  • Analyse HR data to recommend organisation development interventions and design.

What we are looking for:

You should be detail-oriented with strong organisational skills and build relationships with stakeholders with confidence. No prior experience required.

Key Competencies Required:

AI, Digital and Data Skills

  • Familiar with Tableau, Python
  • Able to analyse data and trend analysis

HR Policies, Processes and Legislation

  • Able to review and enhance policies and processes to meet CSC's evolving needs while ensuring alignment with public sector regulations, best practices, and practical implementation considerations for CSC.
  • Able to advise stakeholders on policy changes and support implementation through engagement.
