Senior HR Executive (Generalist)

(1) Job Summary
- Our client operates an established main contractor firm in Singapore. They are looking to hire a full-time experienced Senior HR Executive (Generalist).
- If selected, you will be tasked to support the full spectrum of HR functions for a civil engineering and construction-focused workforce, including site-based staff, project teams and head office employees.
- This is a hands-on HR generalist role that combines operational delivery (recruitment, payroll inputs, onboarding/offboarding, HRIS upkeep) with business partnering working closely with Project Managers, Site Managers and Department Heads to attract, develop and retain talent for infrastructure, building and civil projects.
(2) Job Scope
- Serve as the first point of contact for HR matters for assigned business units and project teams; provide pragmatic advice on policy, performance and employee relations.
- Manage end-to-end recruitment and workforce planning for both site and office roles (engineers, supervisors, quantity surveyors, HSE personnel, foremen and corporate staff); coordinate agency and work-pass processes as required.
- Lead onboarding, site inductions, engagement and exit activities; support welfare and recognition programmes for site personnel.
- Coordinate performance management cycles, calibration and promotion exercises; assist with training needs analysis and learning delivery.
- Support compensation exercises and benefits administration, and provide accurate payroll inputs for attendance, allowances and overtime for site workers.
- Maintain up-to-date employee records and ensure HR processes comply with Singapore employment legislation (Employment Act, CPF, work-pass rules, PDPA, MOM).
- Drive HR projects and continuous improvement initiatives, including policy reviews, HRIS enhancements and employer-branding activities for the built environment sector.
(3) Job Requirements
- Degree in Human Resource Management, Business Administration or a related discipline is required, with professional HR certifications (e.g., SHRM, IHRP) considered advantageous.
- Candidates should have at least 57 years of HR generalist experience, ideally within the construction, civil engineering or project-based sectors.
- Proven track record in recruitment, employee relations and HR operations in Singapore.
- Strong working knowledge of Singapore employment law, CPF, work-pass frameworks and MOM guidelines is essential.
- Experience managing HR processes for site-based or project-driven workforces including shift and overtime arrangements, allowances and rostering will be highly valued.
- Candidates must possess strong stakeholder engagement and communication skills, and be comfortable working with all levels of staff, from site personnel to senior management.
- Proficiency in MS Office and HRIS is expected, and experience in HR digitalisation initiatives will be an advantage.
- The ideal candidate is hands-on, proactive and service-oriented, with a can-do attitude. You should be able to thrive in a fast-paced, project-driven environment, manage multiple stakeholders and maintain strict confidentiality in all HR matters.
