Job Description

Job Summary

We are looking for a Senior Engineer, Technical Learning & Competency to support the development of engineering competency frameworks, technical learning programmes, and workforce capability initiatives across the organisation. This role will work closely with Engineering, HR/L&D, and stakeholders to strengthen employee technical capabilities and support business growth.

Key Responsibilities

Competency Framework Management

  • Develop, maintain, and enhance engineering competency frameworks, skill taxonomies, and proficiency matrices across multiple engineering disciplines.

  • Define technical and behavioural competency indicators across proficiency levels.

  • Establish assessment rubrics, evidence requirements, and competency standards.

Assessment & Capability Assurance

  • Manage competency assessment methodologies including practical evaluations, peer reviews, simulations, and technical portfolios.

  • Ensure assessment consistency, fairness, and reliability through calibration exercises and assessor training.

  • Conduct periodic reviews to improve competency evaluation processes.

Learning & Development

  • Design and map competency-based learning pathways including training, certifications, mentoring, job rotations, and technical communities of practice.

  • Support the development and curation of technical learning content and hands-on labs.

  • Monitor and evaluate training effectiveness and workforce readiness.

Workforce Planning & Analytics

  • Conduct capability gap analysis and readiness assessments aligned with business and programme requirements.

  • Build dashboards, competency heatmaps, and workforce capability reports.

  • Partner with Talent Acquisition and Resource Planning teams on hiring profiles, career pathways, and deployment strategies.

Governance & Continuous Improvement

  • Support competency governance initiatives, framework version control, and process documentation.

  • Drive adoption of competency frameworks through communications, workshops, playbooks, and stakeholder engagement.

  • Embed competencies into performance management and career development processes.

Systems & Data Management

  • Administer competency and learning management platforms.

  • Ensure integrity, accuracy, and confidentiality of competency data and reporting.

  • Support automation and integration of competency data workflows where applicable.

Stakeholder Engagement

  • Partner with engineering leaders and programme teams to identify capability risks and workforce development strategies.

  • Provide recommendations on talent development, build-versus-buy decisions, and succession planning.

  • Collaborate with internal stakeholders to align competency practices with industry and organisational standards.

Requirements

  • Bachelor's Degree in Engineering or related discipline.

  • Minimum 3 years of engineering experience with exposure to technical training, competency management, or workforce capability development.

  • Experience in competency frameworks, technical assessments, or learning & development programmes will be advantageous.

  • Strong analytical and stakeholder management skills.

  • Good communication and presentation skills.

  • Proficient in Microsoft Excel and Power BI/Tableau.

Preferred Skills

  • Exposure to competency management systems or learning platforms.

  • ACTA or ACLP certification is an advantage.

  • Basic knowledge of SQL or Python is a plus.
