Summary:
The Electrical, Instrument & Control (EIC) Engineer will be responsible for overseeing the Electrical and Process Control Systems design, implementation, and future maintenance to ensure operational efficiency and compliance with relevant standards. This role requires strong technical expertise in Instrument selection, Process Control System engineering, as well as the ability to collaborate with cross-functional teams to integrate the process control systems into the broader project scope. This function will require some knowledge in Electrical Engineering and possessing an electrical license would be an advantage.
Key Responsibilities:
- Prepare technical specifications of CAPEX and OPEX projects.
- Lead the design, installation and commissioning of electrical systems for the 3 entities onsite operations.
- Collaborate with project stakeholders, including contractors and other engineers, to integrate electrical systems into the overall project design and ensure compliance with project requirements and specifications.
- Follow up on the engineering approval as well as follows up in the field upon progress and quality.
- Evaluate Functional Design Specifications, supervise changes to Integrated Control and Safety System and the organization of the FAT and SAT.
- Selection, engineering and commissioning of the measuring equipment on site including Tank Gauging- and Custody Transfer Systems.
- Collaborate with the local- and global IT and OT departments to managing the Cyber Security of the OT systems.
- Assist during Process Hazard Analysis (PHA) and/or Hazard & Operability Studies (HAZOP).
- Close collaboration with the Construction and QA/QC Manager.
- Supports HQ or be part of the HQ technical committee if chosen.
- Subject Matter Expert for EC&I, to harmonize and set the standards for the 3 entities in Singapore.
- Creating budgets, technical specifications, bid request packages and price comparisons.
- Analyzing existing processes and participating in project teams to implement improvement projects.
- Providing assistance to Maintenance and Operations on complex problems within the electrical and instrumentation installation.
- Evaluate electrical load calculations, short-circuit analysis and coordination studies to ensure the reliability and safety of electrical systems (including conducting regular inspections and audits)
Required Skills:
- Bachelor's degree in Electrical Engineering or equivalent
- At least 5 10 years hands-on engineering and construction experience in a refinery, large marine terminal, or process plant.
- A strong desire to learn as this role requires extensive knowledge due to the job requirement.
- Prerequisite: Familiar with IEC and IEEE as well as national codes
- Familiar with basic process instrumentation such as level gauges and transmitters as well as process automation
- Familiar with Electrical system and have knowledge of high voltage and low voltage system.
- Strong ability to read and check drawings, P&ID's, PFD's.
- Extensive knowledge of the IEC, ATEX and NFPA regulations regarding the Oil & Gas Industry.
- LEW license would be advantageous
