Job Description

BACKGROUND
Our clients are Singapore companies in Construction and Real Estate industry. Well-established over decades with solid reputation. Their large variety of projects cover public and private sectors, across building and/or civil & infrastructure segments. They are looking for Senior Contracts Managers, Contracts Managers and Deputy Contracts Managers with strong track record in large-scale construction projects which may include Institutional, Commercial, Hospitality, Healthcare, Residential or Infrastructure segments. Project types may include Office tower, Hotel, Hospital, Nursing Home, Condominium, HDB BTO, Data Centre, Mixed-Use development and Civil Infrastructure.

RESPONSIBILITIES (entirely or partially)

  1. Overall planning, organisation and management of the Contracts department, Pre-Contract team or Post-Contract team.
  2. Manage Quantity Survey functions covering Pre-contract and Post-contract administration till Final Accounts.
  3. Manage main-contract and sub-contract issues with Clients and subcontractors respectively
  4. Manage quotations, liaison and negotiation with sub-contractors and suppliers
  5. Manage preparation and analyses of cost comparisons
  6. Manage Variation Orders, claims, final accounts, settlement, sub-contractor and supplier payments
  7. Ensure prudent Cost Control through relentless cost planning, budgeting and cash flow management
  8. Manage centralised procurement at HQ and maintain oversight on or support projects purchasing activities
  9. To assist in any other duties as and when the need arises.


FUNCTIONAL SKILLS REQUIRED

  • Excellent Estimating and Pricing of Projects for Tender
  • Excellent Contract Management and Dispute Resolution
  • Excellent Measurement skills
  • Good Knowledge of Standard Forms of Contract (e.g. PSSCOC, REDAS, SIA, FIDIC)
  • Good knowledge of SOP Act
  • Good communication and negotiating skills

QUALIFICATIONS AND OTHER ATTRIBUTES REQUIRED

  • Degree in Quantity Surveying or equivalent
  • At least 8 years relevant experience in Construction main-contractor companies
  • (for HQ-based positions:) Experience in both Pre-Contract and Post-Contract administration will be preferred. For Pre-Contract, experience in Project Tendering with track record of successful awards will be essential.
  • (for Site-based positions): Experience in Project QS and Post-Contract functions from Tender Award till Final Accounts will be preferred.
  • Able to work independently, be meticulous, analytical with excellent problem-solvingskills, proactive, be a good team player & able to meet tight deadlines.
  • Knowledge in Civil & Structural, Architectural and M&E construction methodologies from Quantity Survey standpoint
  • Leadership track record in overseeing Contracts management teams
  • Extensive experience within a construction environment demonstrating accountability and ability to meet commitments through key internal stakeholders, Clients and staff at all levels
