We are seeking an experienced Senior Compliance Officer to join our team in Singapore. In this role, you will serve as the primary point of contact with the Monetary Authority of Singapore (MAS), managing the end-to-end licensing process and regulatory communications. You will also engage with other regulators across the APAC and MENA regions. Experience with other crypto licensing frameworks is highly desirable. Additionally, you will be responsible for ensuring compliance with local obligations such as the Personal Data Protection Act 2012 (PDPA).
Your Role And Responsibilities
- Act as the main point of contact with MAS case officers throughout the DPT/MPI licensing process and ongoing supervision, leading licensing strategy and own the application dossier, including policies, controls, readiness assessments, submissions, and responses to RFIs/inspections. Manage conditions of approval through to full approval, fulfill ongoing PSA obligations (notifications, regulatory returns, incident reporting) and maintain an impeccable regulatory relationship. Experience with CMSL is valued but secondary to PSA DPT/MPI.
- Develop, implement, and maintain a crypto-focused compliance framework aligned with MAS expectations. Own AML/CFT with DPT-specific controls, including customer risk assessment, sanctions screening, EDD, Travel Rule compliance, STR filings to STRO, and periodic effectiveness reviews. Design and oversee on-chain and off-chain transaction monitoring typologies and tools, monitor regulatory changes and assess their impact on operations.
- Onboarding support, set standards, policies, QA, and escalations for partner and client onboarding to ensure compliance with MAS and other relevant guidelines. Collaborate with the dedicated onboarding team, which executes day-to-day processes, while Compliance oversees high-risk cases and approvals. Ensure documentation and risk ratings align with regulatory expectations.
- Work closely with global Legal, Risk, Product/Engineering, and IT to embed compliance into business processes and technology solutions; coordinate with the CEO's office on licensing strategy and regulatory engagement.
Requirements
Background and Experiences
- Bachelor's degree in Law, Finance, Business Administration, or a related field.
- Minimum of 7 years of experience in compliance, preferably within the financial services or cryptocurrency industry.
- Strong understanding of the MAS regulatory framework and the licensing process for payment institutions, and general familiarity with local regulatory guidelines and standards.
- Excellent communication and interpersonal skills, with the ability to engage effectively with regulatory authorities and internal stakeholders.
- Strong analytical skills and attention to detail.
