Job Description

We are seeking a creative and technically skilled Digital Learning Courseware Instructional Designer to join our Human Resource Development (HRD) team. The ideal candidate will be responsible for designing, developing and implementing engaging digital learning content that supports employee development, compliance training, onboarding and training programmes.

Responsibilities

Learning Systems management

  • Manage organisation's learning management systems
  • Provide course creation and management guidance to systems users (such as trainers, co-ordinators, etc) to maximise learning effectiveness and efficiency
  • Develop and maintains user guides for respective systems to ensure guides are relevant and updated
  • Create and distribute regular mailers/EDMs to users for outreach and continuous education tailored to different user groups.
  • Attend to users enquiries; Manages email box
  • Govern role-based permissions settings in respective systems, to ensure compliance to cluster-agreed guidelines and good practice
  • Represent the institution in cluster workgroups and committees, cascading relevant information to key users.
  • Participate in cluster-wide system enhancement initiatives.
  • Lead and coordinate efforts at institution level for cluster implementation or enhancement projects

E-learning design and development

  • Collaborate with stakeholders and project teams to design and develop engaging learning activities and SCORM-compliant e-learning course content suitable for adult learners.
  • Brainstorm, conceptualise, storyboard, and develop e-learning or mobile learning content, including graphics and animations compatible with various devices.
  • Design and create multimedia assets such as videos, graphics, and animations with effects.
  • Upload and configure e-learning content into cluster learning management system and conduct UAT/SIT to ensure the content is in working order
  • Utilize digital media, e-learning development tools, and emerging technologies to create and deliver quality e-learning content.
  • Assist in the maintenance and acquisition of software and hardware required for e-learning development.

Programme management and Operations

  • Organise and manage the delivery of training programmes and events in collaboration with programme leads.
  • Handle pre- to post-training operations and logistics for courses and workshops.
  • Maintain the e-learning system and support participants learning queries related to programmes.
  • Coordinate with external partners on financial matters related to training and programmes.
  • Assist in collecting, collating, and generating reports on course completion status, feedback analysis, and learning outcomes.
  • Collect feedback and analyse learning effectiveness to inform continuous improvement.
  • Update training materials regularly based on learner feedback and organisational changes.

Requirements

  • Bachelor's degree in business, human resource development, instructional technology, digital media or a related field required.
  • Meticulous, creative, resourceful and able to work with minimal supervision.
  • Good project management skills with ability to multi-task and manage multiple projects across different functional groups.
  • Proficient in MS PowerPoint (Advance), Excel (Advance) and Words (Intermediate)
  • Preferably 3 years of demonstrated experience in online/e-learning course development or graphic/layout design.
  • Experience with Articulate Storyline 360 (or other eLearning authoring tools), audio/video editing and animation software, photography or videography will be an added advantage.
