What The Role Is
You will lead the team to provide support to MOH divisions in the financial operations, reporting and systems, to ensure prudent stewardship of our financial resources and operational efficiency.
You will also supervise the team in setting policies, provide financial advice and manage the day-to-day financial operations and reporting, including receipts, fixed assets, claims and payments of the Ministry. You will also evaluate operating and development budget, fees & charges proposals, grant disbursements, governance and audit matters for the Ministry's Statutory Boards.
You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time.
What You Will Be Working On
The key responsibilities include:
- Leading the team in managing business transactions, including receipts, fixed assets, claims (including overseas trips budget), payments, to ensure accurate and timely financial reporting in compliance with IM and other regulatory requirements
- Supervising the team in managing financial audits, including Government Financial Statement Audit, Fixed Asset Audit and Other Audits, to ensure annual reporting requirements are met and overseeing the implementation of rectification actions and improvement measures arising from audit observations, where applicable
- Leading the team in evaluating block and ad hoc operating and development budgets, fee and charges proposals, grant disbursement and governance matters for MOH Statutory Boards
- Supervising the team in the management of Finance Shared Service provider (VITAL)
- Leading the team in the administration and operation of accounting and related information systems
- Oversee the implementation of Ministry and WOG public service transformation initiatives, such as automation and streamlining of finance processes using automation and AI tools, faster payment KPIs, InvoiceNow, etc.
- Supervising and guiding the Financial Control & Reporting team in meeting work deliverables and initiatives whilst developing staff capabilities

- Tertiary education in Finance related discipline. Specialised training in finance and accounting would be an added advantage
- Around 10 years of relevant experience in finance in Ministries & Statutory Boards
- Good leadership and team management with experience in leading a team of 4-5 officers before
- Good teamwork and able to work well with and engage other Divisions
- Good writing and strong communication skills
- Good quantitative and analytical skills
- Uphold high professional standards and integrity
- Excellent project and time management skills
- Able to see the strategic, big picture from the policy perspective
- Able to multi-task, work independently, and work under pressure and meet tight deadlines to produce the desired results.
