What The Role Is

The Civil Aviation Authority of Singapore's raison d'etre is to develop the air hub and aviation industry in Singapore, expanding Singapore's links to the rest of the world. We enable opportunities through aviation, making connections, opening doors and enabling choices in people's lives.

As Senior Assistant Director / Deputy Director (Corporate Communications), you will drive CAAS strategic storytelling, reinforcing and safeguarding public perception of its role as both the champion of Singapore's aviation sector and trusted regulatory authority.

Position Summary

What you will be working on

  • Strategic Communications Planning. You will support the Director (Corporate Communications) and lead the Strategy Planning and Media Communications team in providing strategic communications counsel to CAAS senior management and divisions. In this role, you will define and develop clear communications strategies and impactful communications activities. Working closely with senior management and divisions, you will also help shape CAAS overarching narratives that resonate with target audiences and ensure messaging consistency across all communications platforms.
  • Stakeholder Engagement. You will develop and maintain positive working relationships with key internal and external stakeholders, including both local and international media, third party advocates, industry partners and relevant authorities. Fostering strong trust and collaboration, you will ensure alignment in our collective efforts to position Singapore as a safe and vibrant air hub, working with stakeholders to increase CAAS mindshare and positive sentiments among our key target audiences in Singapore and in relevant international markets/regions.
  • Sensing and Analytics. You will actively monitor developing issues and assess impact on CAAS and/or Singapore aviation sector's public perception and international standing. Taking a data-driven approach, you will tailor communication actions to drive desired communication outcomes for CAAS.
  • Crisis Communications and Planning. You will ensure that the CAAS Corporate Communications division is always ready to respond effectively and efficiently to any crisis/incident. During peacetime, this includes actively reviewing crisis response and resource plans, leading the preparation and participation in crisis exercises, and identifying and recommending suitable training to deepen team and organisational capabilities. In a crisis, you will develop communications strategies and implement clear communications to manage any crisis/incident to reinforce public confidence in government and aviation.
  • Team Development. As a team lead, you will guide, motivate and develop team members and CAAS officers to continuously raise the standards of CAAS communications, ensure team perform optimally and grow professionally. To deepen team capabilities, you will actively identify opportunities and review work processes, tools and frameworks to improve team effectiveness and efficiency through a digital-first approach.

What We Are Looking For


We are looking for a passionate individual, who is able to work well in a fast-paced and dynamic environment that would require agility and responsiveness to the needs of multiple stakeholders, while managing differing priorities at the same time.

  • Trained in Mass Communications, Journalism or related fields.
  • At least 1215 years of relevant experience in media relations, corporate communications, or journalism
  • Government communications experience preferred, with 810 years in a supervisory role.
  • Demonstrated ability to anticipate and address issues strategically and decisively, especially in high-pressure situations, with a strong focus on delivering impactful results.
  • Proven leadership in guiding and inspiring teams, fostering professional growth, and maintaining high standards of excellence in communications.
  • Expertise in developing effective communications strategies and crisis management plans, underpinned by sound judgement, data-driven insights, and strong stakeholder engagement, including with media.
  • Exceptional oral and written communication skills, coupled with strong interpersonal abilities to collaborate and mobilise partners towards common objectives.

Note: Your appointment designation will commensurate with your relevant work experience. Successful candidates will be offered a 3-year contract in the first instance, and may be considered for placement on a permanent tenure or subsequent contract renewal.
