Job Description

A.STAR ITSS (IT Shared Services) is seeking a technically strong and forward-looking data management professional to design, operationalise and implement A.STAR's enterprise data management framework and technologies. This role drives consistent, secure and high-quality data practices across corporate and research domains and leads the adoption of modern data protection and governance technologies, including AI-enabled and automated approaches, to uplift IT governance and organizational operations.

KEY RESPONSIBILITIES

  • Data Governance
    • Contribute to the development, rollout and continual enhancement of A.STAR's enterprise data management framework, covering strategies, policies, standards and procedures.
    • Ensure alignment with regulatory, legal and ethical requirements, including privacy, security, and government Instruction Manual (IM) obligations.
    • Engage corporate groups, RIs and data domain owners to drive consistent adoption of governance practices and gather feedback on data management framework and technologies.

  • Data Technologies
    • Work closely with product teams in IT Infrastructure, Cybersecurity, and Data Protection Officers across A.STAR to implement data protection, data governance and data quality tools, taking a business-centric and risk-based perspective.
    • Lead the adoption of AI, analytics and automation specifically for data management, including data discovery, classification, quality assurance, lifecycle management, and metadata management.
    • Evaluate emerging technologies and recommend enhancements to strengthen A.STAR's overall digital assurance and IT governance posture.

  • Data Architecture
    • Participate in the development and maintenance of A.STAR's enterprise data architecture.
    • Provide advisory to A.STAR entities to ensure IT system designs are aligned with enterprise data architecture principles and the data management framework.
    • Work with data domain owners to maintain enterprise-wide data dictionaries, data inventories and data catalogues, including assigned data classification levels, to strengthen interoperability, consistency and governance across A.STAR.
    • Contribute to the definition of metadata standards, data lineage models, and architecture alignment across systems and platform.
    • Contribute to data modelling, metadata standards, lineage tracking and architectural alignment across projects and platforms.

  • Digital Governance (Beyond Data)
    • Contribute to policy-policy and policy-operations integration efforts to streamline digital policies across data, cybersecurity, IT and AI domains.

Key Competencies requirements

  • Minimum 7 years experience in data management and data architecture, with proven experience implementing enterprise frameworks and technical solutions.
  • Strong stakeholder engagement skills and the ability to translate business requirements into practical governance controls and technical implementations.
  • Experience implementing or operationalising data governance frameworks in a large organization.
  • Strong understanding of modern data technologies (data catalogues, metadata management, DLP, AI-driven automation, lineage, etc.) and enterprise data architecture concepts.
  • Demonstrated strategic thinking, strong analytical ability, and meticulous attention to detail.
