[What the role is]
The Market Development Department is both developer and regulator of Singapore's energy market. We are undertaking a once-in-a-generation reform of the energy markets as part of the Singapore Energy Transition. At the same time, we ensure proper functioning of a competitive market that is fair to both suppliers and consumers.
Our core work revolves around: electricity markets policy, building a complete suite of trading products and structures for efficient dispatch, ensuring sustainable investment, and surveillance of the wholesale electricity market.
[What you will be working on]
- Design and implement policies, regulations and trading products with a view to getting buy-in from stakeholders including market participants, the public, or other arms of the Singapore government.
- Contribute towards EMA's evolving systems view of the electricity market.
- Work with consultants and advisors to design, draft and implement the necessary policy documents, public communications, contracts and term sheets for the above.
You can be expected to lead or support the following projects:
- Design and integrate schemes to ensure sufficient capacity and investment in Singapore's power supply sector.
- Transform Singapore's electricity market structure to better integrate renewables and flexibility products (batteries and demand response market reforms that better integrate renewables and new business models alongside existing resources. This will involve significant coordination with operators of market and electricity system infrastructure.
- Ensuring that regulatory processes (including financial schemes) are designed and implemented efficiently; Streamline regulatory operations within EMA, and EMA's protocols with the Market Operator.
- Frame and communicate EMA's intentions to reform the electricity market in consultations with market participants and the public.

We are looking for individual contributors to own and support projects that will be implemented over the next 3 to 5 years.

- Initiative: Self-directed learner able to venture independently into greenfield areas and lead projects effectively amidst uncertainty many of the projects below have no precedent in Singapore's context.
- Team Player & Managing Partners: Good at working in a team, and with a diverse range of partners and stakeholders.
- Attention to Detail: The electricity market is a complex system effective transformation and design will require attention to detail and appreciation of how moving parts interact with each other.
Good to Have
- Experience in public policy, or experience in infrastructure / markets / commercial (energy or other sectors).
- Familiarity with electricity markets, renewable energy integration, flexibility services (e.g. batteries, demand response), or related sectors (e.g., utilities, grid planning, energy trading).
- Strong understanding of market design principles and regulatory frameworks.
- Experience with data analysis or visualisation tools (e.g., Excel, Tableau, Power BI) to support evidence-based policymaking.
- Project management skills, including working with consultants and external advisors.
