General management of all administrative functions(accounting, general affairs, human resources) for overseas projects and local subsidiaries.
Settlement of accounts, preparation of financial statements, tax compliance, fixed asset management, cash flow management, and internal control compliance.
Establishing and operating local corporation/project offices and staff quarters, expatriate support, conducting health checks, and handling guest relations.
Local staff employment management, performance reviews, implementation and operation of local HR systems, and establishing/operating various internal regulations.
Contract management duties (handling claims against owners, contractor evaluations, etc.), budget/actual performance management, and JV (Joint Venture) related tasks.
Liaise with the assigned Countries person(s) in charge within the International Business Unit on Administrative and Accounting matters
Review and consolidate the assigned Countries and projects budgets, cash flow forecast, variance analysis, etc., and report to Tokyo HQ
Ensure assigned Countries compliance with internal policies and procedures
Any other ad-hoc duties as and when assigned
Requirements
Bachelor's Degree in Business Administration or equivalent
The Japanese Construction Accountant License Grade 2 or above
Well-balanced experience in accounting, general affairs, and HR-related duties in the construction/infrastructure industry (at least 15 years).
Experience living and working overseas as an expatriate(at least 10 years) in countries including Malaysia, Bangladesh, and African countries (e.g. Angola, South Africa, Madagascar).
Experience as a Head of Administration (Manager/Director level or equivalent) at an overseas location
Ability to demonstrate business acumen in organizational management and execute duties effectively.
Experience in import procedures and negotiations with overseas manufacturers related to the procurement of construction materials from abroad.
Must be able to travel overseas whenever required
Familiar with Japan's statutory requirements, i.e. Japan GAAP, Japan Tax System, JSox, etc.
Possession of knowledge in FIDIC contracts is an added advantage
Strong in internal control procedures
Excellent communication and interpersonal skills
Positive working attitude and ability to work independently in a fast-paced environment
