Job Description

What The Role Is

The Section Manager oversees the daily operations in the provision of HR services to Public Service Agencies VITAL's Service Partners. The Section Manager is responsible for managing and developing the team to ensure that work requests are processed promptly and accurately. In addition, he/she is also expected to maintain strong partnerships with Agencies and collaborate with service partners to resolve service issues and improve processes.

What You Will Be Working On

  • Manage and oversee work activities performed by the VITAL team to achieve prompt and accurate service delivery to Agencies, which includes ensuring that the team diligently carries out all the tasks and projects which are assigned to them.
  • Independently work with Agencies, System and Policy owners to resolve service issues, enhance policies, improve systems to achieve higher productivity internally and better service delivery to Agencies.
  • Plan and implement learning and development activities of officers in the VITAL team to ensure they possess the competencies to carry out their work and future skills to remain relevant for transformation of the organisation.
  • Proactively conduct and spearhead regular process reviews and improvement projects to eliminate areas of inefficiency and address governance gaps, e.g., to eliminate hand-offs, replace manual efforts with automation, avoid processing errors or lapses, enhance governance controls to mitigate risk in process activities etc, considering interests of both VITAL and Agencies.
  • Work with the VITAL team and Agencies to understand the Agency's business requirements, review their needs and recommend expansion of scope or new services which could be offered to Agencies.
  • Ensure that process training materials and SOPs are kept updated at all times for the VITAL's team's reference for refresher training and training of new team members.
  • Prepare email submissions, performance reports and slides (including data analysis) and present to VITAL/Agencies Management to apprise them of the team's improvement projects, significant tasks completed, service issues and solutions implemented to address them.

What We Are Looking For


  • Preferably 3 years of working experience in HR positions, of which 1 year is in a supervisory role.
  • Competence in data analysis, dashboard building, automation and artificial intelligence applications is beneficial
  • Persistence and self-motivated to achieve goals and desired outcomes despite roadblocks encountered
  • Excellent writing and presentation skills
  • Strong interpersonal skills to influence internal and external stakeholders to achieve desired outcomes
  • Ability to remain composed and work independently in a fast-paced and high workload environment
  • Service and process-oriented mindset
