We are seeking a qualified and experienced Workplace Safety & Health Officer (WSHO) / Environmental Control Officer (ECO) to lead, implement, and enforce workplace safety, health, and environmental compliance for a large-scale LTA Cross Island Line (CRL) project. The successful candidate will play a critical role in driving safety excellence, regulatory compliance, risk management, and environmental control in accordance with LTA, MOM, NEA, and project-specific requirements.
Key Responsibilities
WSH Compliance & Safety Management
- Lead implementation, enforcement, and continuous improvement of Workplace Safety & Health (WSH) policies, procedures, and systems in compliance with LTA, MOM, and project safety requirements.
- Ensure all site activities comply with LTA General Specifications, project safety plans, Permit-to-Work (PTW) systems, Risk Assessments (RA), Safe Work Procedures (SWP), and Method Statements.
- Conduct regular site inspections, safety audits, hazard identification exercises, and compliance checks to proactively identify and mitigate risks.
- Review, monitor, and enforce subcontractor and worker compliance with safety standards, corrective actions, and preventive measures.
- Lead incident, accident, near-miss, and dangerous occurrence investigations, including root cause analysis, CAPA implementation, and reporting.
- Monitor high-risk activities including lifting operations, electrical works, hot works, working at height, confined spaces, and heavy equipment deployment.
LTA InSight, Documentation & Reporting
- Administer and maintain accurate reporting, documentation, and compliance records through LTA InSight and other required systems.
- Manage safety documentation including inspection reports, incident reports, permits, corrective actions, training records, environmental monitoring records, and statutory submissions.
- Prepare and submit required WSH performance reports, safety statistics, and compliance documentation to project management and relevant authorities.
- Ensure audit readiness and proper document control for internal reviews, LTA audits, and regulatory inspections.
Training, Culture & Stakeholder Coordination
- Organise and conduct toolbox meetings, WSH briefings, induction programmes, emergency drills, and safety training for workers, supervisors, and subcontractors.
- Promote strong site-wide safety culture through proactive engagement, leadership, and behavioural safety initiatives.
- Coordinate closely with Project Managers, Engineers, LTA representatives, subcontractors, and site supervisors to ensure alignment on safety priorities.
- Participate in site coordination meetings, WSH committee meetings, and project reviews to address safety and environmental concerns.
Environmental Control (ECO)
- Implement and monitor environmental control measures covering noise, dust, waste management, vector control, housekeeping, pollution prevention, and environmental compliance.
- Ensure compliance with NEA, LTA, and environmental regulations throughout project execution.
- Support sustainability and ESG initiatives where applicable, including resource efficiency and environmentally responsible site practices.
Requirements
- Registered WSHO with MOM (mandatory)
- Registered ECO with NEA / relevant authority (mandatory)
- WSQ Advanced Certificate in Workplace Safety & Health / NEBOSH / equivalent
- Minimum 3-5 years of relevant WSH experience, preferably in LTA / MRT / CRL / major infrastructure projects
- Strong knowledge of LTA safety systems, InSight, MOM regulations, PTW, RA, SWP, and environmental compliance
- Familiarity with large-scale infrastructure construction risks and controls
- Strong reporting, documentation, and audit management capability
- Excellent communication, leadership, and stakeholder coordination skills
- Proactive, detail-oriented, and capable of enforcing compliance in dynamic site environments
Preferred Attributes
- Prior experience in CRL, MRT, rail, or major public infrastructure projects
- Strong understanding of LTA culture, reporting expectations, and contractor management
- Ability to lead safety culture transformation beyond basic compliance
- Familiarity with ISO 45001 / ISO 14001 systems is advantageous
