Job Description

Join our team and help us transform industrial waste into valuable resources for a sustainable future! We're looking for individuals who are passionate about the environment and want to make a difference. If you're a resourceful problem solver with excellent people skills, we want to hear from you.

Job Title: Safety Manager (WSH & Process Safety)

Occupation: Safety Engineer (Industrial)

Location: Tuas, Singapore

About the Role

We transform industrial and hazardous waste into valuable resources-upgrading spent acids, sludges, catalysts, and waste plastics into industrial commodities and circular feedstocks.

We are looking for a hands-on, chemically literate Safety Manager to lead Workplace Safety and Health (WSH), Process Safety, and Fire Safety across our Field Services and Production operations. You will oversee safety across five core industrial units:

  • Acid Treatment & Recovery

  • Thermal Processes

  • High-Temperature Hazardous Waste Incineration

  • Industrial Wastewater Treatment Systems

This is not a desk-bound compliance role. We need a sharp technical practitioner and a strong people person-someone who can write a watertight Risk Assessment or Method Statement in the morning, walk the plant floor to coach/persuade operators, and engage directly with MOM, SCDF, and NEA officers with full technical command.

Key Responsibilities

1. WSH, Process Safety, MOM MHI & SS 651 Governance

Drive site-wide compliance with Singapore Workplace Safety and Health (WSH) legislation, MOM Major Hazard Installation (MHI) regulations (Safety Case regime, QRA, HAZOP, and ALARP demonstration), and Singapore Standard SS 651 (Safety and Health Management System for the Chemical Industry), alongside ISO 14001/45001 and bizSAFE standards.

Enforce Management of Change (MOC) across Man, Machine, Method, Material, Maintenance, Measurement, and Environment (6M/1E) whenever process parameters, reagents, or equipment configurations change.

2. Chemical Literacy & Hazardous Waste Risk Management

Read, interpret, and translate Safety Data Sheets (SDS) and chemical characterization data into practical, on-the-ground safety controls across incoming hazardous waste streams, storage, internal transfer, treatment, and dispatch.

Identify, assess, and mitigate chemical process hazards-including incompatible material storage, exothermic reactions, acid dilution/neutralization risks, toxic vapor release, and thermal process hazards.

3. Fire Safety & SCDF Liaison

Lead industrial fire safety management and serve as the primary liaison with the Singapore Civil Defence Force (SCDF).

Manage Petroleum & Flammable Materials (P&FM) licensing, hazardous materials storage compliance, Emergency Response Plans (ERP), and Company Emergency Response Team (CERT) training, drills, and audits.

4. Sharp Technical Writing & Safety Systems

Author clear, concise, and unambiguous Safe Work Practices (SWPs), Method of Statements (MOS), Risk Assessments (RAs), Root-Cause Incident Investigation Reports, and technical submissions to regulatory authorities (MOM, SCDF, NEA).

Conduct rigorous internal audits and inspections, embedding 5S housekeeping as a baseline safety requirement across all work zones.

5. People Leadership, Coaching & Floor Enforcement

Connect with, instruct, teach, and coach frontline technicians, drivers, and contractors so that every worker understands why a control measure exists-not just which box to tick.

Engage, persuade, and align peer department managers (Production, Engineering, Lab, Logistics) to build safety into daily production planning-and step in firmly to enforce compliance and hold the line whenever safety standards are compromised.

Requirements

Experience: Minimum 5 years of relevant hands-on experience in hazardous waste management, chemical manufacturing, petrochemical process safety, or an MHI-regulated industrial facility.

Education: Bachelor's Degree or above in Chemical Engineering, Environmental Engineering, Chemistry, Applied Science, or Occupational Health & Safety.

Certifications & Regulatory Knowledge:

MOM-registered Workplace Safety and Health Officer (WSHO) qualification.

SCDF-certified Fire Safety Manager (FSM) is strongly preferred.

Proven working familiarity with MOM MHI requirements, SS 651, and SCDF fire safety regulations.

Technical & Chemical Competence: Strong grasp of industrial chemistry and unit operations e.g. be literatewith an SDS and immediately spot relevant WSH risks.

Communication & Writing: A crisp, structured technical writer who produces clear procedures and regulatory reports , paired with the interpersonal range to teach, coach, persuade, and enforce standards across both subordinates and equivalent MOM-recognized qualifications.
