Provide strategic leadership in the development, implementation, and continuous improvement of the Workplace Safety and Health Management System (WSHMS) in alignment with organizational goals, client requirements, and statutory regulations.
Proactive safety culture across all project sites, driving behavioral change initiatives and embedding best-in-class HSE practices throughout the organization.
Oversee and lead all HSE functions across multiple projects, ensuring consistent compliance with regulatory requirements and corporate safety standards.
Act as the primary advisor to senior management on all workplace safety, health, and environmental matters, including risk exposure and mitigation strategies.
Direct and review incident investigations (including major accidents, dangerous occurrences, and occupational diseases), ensuring root cause analysis is robust and preventive measures are effectively implemented across projects.
Lead emergency preparedness and crisis management planning, including regular reviews, simulations, and continuous enhancement of emergency response procedures.
Build and maintain strong relationships with clients, regulatory authorities, and external stakeholders on all safety and compliance matters.
Provide governance over contractors and subcontractors by reviewing method statements, risk assessments, and safe work procedures, ensuring alignment with corporate HSE standards and effective on-site execution.
Drive audit and assurance programs, including internal audits, external audits, and management reviews to ensure continual improvement and compliance.
Lead, mentor, and develop HSE teams, fostering leadership capabilities and succession planning within the organization.
Job Requirements
Degree in Engineering, Environmental, Safety, or related discipline.
Registered Workplace Safety and Health Officer (WSHO) and Environmental Control Officer (ECO) (or equivalent professional certifications).
Minimum 15-20 years of relevant HSE experience and leadership role managing large-scale infrastructure or rail (LTA/MRT) projects.
Proven track record in managing multi-site operations and driving organizational safety performance improvements.
Strong leadership, stakeholder management, and decision-making capabilities at executive level.
In-depth knowledge of local regulatory frameworks and international HSE standards.
Excellent communication, presentation, and influencing skills.
Strategic thinker with strong analytical and problem-solving abilities.
